Project overview and Background
Project Background
The City of Laconia is seeking professional engineering services for the design, permitting,
bidding, and implementation of an adjustable wave baffle system at Endicott Rock Park
(Weirs Beach) on Lake Winnipesaukee. Following review of the Woods Hole studies and
discussions with NH DES, the City was advised to further evaluate and develop an
adjustable wave baffle system as a practical shoreline stabilization measure. The intent is
to advance the wave baffle concept through engineering design, permitting, construction
documentation, and implementation planning.
Additional Statement
The City is not seeking a new alternatives analysis. Prior studies have already documented
shoreline erosion and sediment migration conditions at Weirs Beach. Based on
discussions with NHDES, the City's has decided to proceed with design, permitting, and
implementation of an adjustable wave baffle systein as the preferred shoreline
stabilization strategy for this location.
Previous Studies
In 2013, the City commissioned a two-phase sand migration study conducted by Woods Hole
Group. Both phases of this study are available and attached to this RFP and include data related
to:
• Lake water levels
• Wind and wave conditions
• Bathymetry
• Sediment grain size
• Beach and shoreline surveys
The Woods Hole study evaluated multiple potential sand retention and erosion mitigation
strategies.
Following review of the study, the New Hampshire Department of Environmental Services
(NHDES) recommended consideration of a wave baffle system that could be adjusted over
time if beach conditions change or if initial configurations do not adequately retain sand.
Project Goals

The intent of this project is to:
• Reduce wave energy reaching the shoreline.
• Reduce or eliminate ongoing sand migration from Weirs Beach.
• Stabilize and preserve the remaining beach area.
• Maintain recreational use, public access, and visual aesthetics.
• Design a low-profile adjustable wave baffle system.
• Provide a movable and adjustable system.
• Allow seasonal removal or relocation if necessary.
• Develop a practical and constructible long-term solution acceptable to NH DES.
INFORMATION FOR PROPOSERS
Interested parties shall deliver two copies (2) of Proposals to the City of Laconia Purchasing
Office, 45 Beacon Street East, Laconia, NH 03246, by 2:30pm, September 4, 2026. Postmarks
and other timestamps will not be accepted in lieu of actual delivery. Responses must be
submitted in a sealed envelope clearly marked with your company identification and labeled
"RFP No. 26-08-lSP Weirs Beach Adjustable Wave baffle Engineering Services" The City of
Laconia reserves the right to accept or reject any or all proposals, waive any informalities, and
select the proposal deemed to be in the best interest of the City
Site Inspection
Interested firms shall contact Amy Lovisek at the Department of Parks and Facilities to schedule
site inspections to determine project requirements and Scope.
Insurance
The selected firm must provide a certificate of insurance satisfactory to the City of Laconia (see
attached Insurance Requirements form).
Questions/Addend urns
Interested parties are encouraged to submit questions via email; however, The City assumes no
liability for ensuring accurate and complete email transmission/receipt and is not responsible to
acknowledge receipt. Inquiries must be submitted in writing, citing the RFP title and number.
They must be received no later than Monday, August 17, 2026
The City will consider all timely-received questions and requests for change and, if reasonable
and appropriate, will issue an addendum to clarify or modify this RFP. Answers to vendor
submitted questions and other addenda will be posted on the City of Laconia website
www.laconianh.gov/Bids.aspx no later than August 21, 2026

Scope of Engineering Services
The selected firm shall provide professional engineering services necessary to advance the
wave baffle project from concept through permitting and construction bidding.

The City seeks a clear understanding of the total estimated project cost, including
construction. Engineering and permitting fees shall be identified separately from
construction costs; however, proposers shall provide a complete project budget showing
anticipated costs through final construction and implementation.

• Prepare preliminary and final engineering drawings, including:
o Site plans
o Cross sections
o Structural details
• Develop technical specifications for construction
• Prepare a maintenance and inspection schedule for the proposed structures
Permitting and Regulatory Support

• Identify the permitting pathway and regulatory approvals required for the project
• Prepare all necessary permit application materials
• Submit permit applications on behalf of the City
• Coordinate with NH DES and other applicable agencies throughout the review
process
Preparation of Bid Package (Construction) and Procurement Support
Prepare a complete construction bid package suitable for public bidding and construction and
assist the City through the bidding and award process. See Bid Package (Construction for a
summary of required components.
• Develop and present design and provide a recommendation.
• Prepare final plans/specifications and front-end bidding documents as directed by the
City.
• Provide bidding support (pre-bid meeting/site visit if held, responses to questions,
addenda) and bid review assistance.
