District Wide Intercom, 2025 Bond
The San Angelo Independent School District is accepting sealed proposals for the install of intercom
systems throughout district. Submissions shall include all aspects of work outlined in the Special
Terms and conditions. This project will take place on 14 different campuses throughout San Angelo
and should be a consideration when bidding. A Prebid meeting will begin at the Administration
Building, 1621 University, on Wednesday 05/13/26 at 9AM. Be prepared, with an ID, to check
in at all front offices. Immediately following this we will walk Central High School, Oakes,
and Ft. Concho Elementary. Additional walks may be scheduled through the district.
Proposals will be received in the Purchasing Department, 1621 University, San Angelo, TX 76904 until
3PM, Wednesday, May 20, 2026. Proposal envelopes shall be plainly marked on the lower left-hand
corner with your company name and the following information:

The bid packet may be found at http://www.saisd.org/bids OR may be
obtained from the SAISD Purchasing Department, 1621 University, San Angelo, Texas, 325.947.3759.
Any deviation from our General Terms and Conditions for Bidding and the Special
Terms and Conditions must be noted on the Deviation/Compliance Signature form
provided (From E).
Proposals will be publicly opened immediately following the specified deadline. Any proposal received
later than the specified time, whether delivered in person or mailed, will be disqualified. FAXED &
EMAILED PROPOSALS WILL NOT BE ACCEPTED.
After evaluation of all proposals is completed, the Purchasing Department will present a
recommendation to the SAISD Board of Trustees at a scheduled meeting. After approval by the Board
of Trustees, the bid tab will be posted on the SAISD website at http://www.saisd.org/bids.
Disclosure Statement:
HB 914 requires vendors to submit a conflict-of-interest questionnaire for gifts
given to public officers. HB 914 and this questionnaire may be found on the San
Angelo ISD website at www.saisd.org/ HB914. Each vendor desiring to do
business with San Angelo ISD is required to familiarize themselves with this law
and comply with all requirements. Failure to follow these requirements may
result in being removed from the approved vendor list for San Angelo ISD.
The San Angelo Independent School District reserves the right to reject any or all proposals and to
accept any proposal deemed most advantageous to the District.

value for the District. The % for scoring is listed beside the criteria
requirement.
1. Purchase price (40%)
2. Reputation of the vendor (5%)
3. Quality of vendor’s goods or services (5%)
4. Extent to which the goods or services meet the district’s needs (20%)
5. Vendor’s past relationship with district (10%)
6. HUB requirements
7. Total long-term cost to the district to acquire the goods (10%)
8. Vendor’s ultimate parent company or majority owner has its principal
place of business in the State of Texas or employees at least 500
persons in this state (not applicable to contracts related to
telecommunications and information services, building construction and
maintenance, or instructional materials)
9. Any other relevant factor listed in the request for proposal (10%)

intercom systems throughout district. Submissions shall include all aspects of work outlined in
the Special Terms and conditions. This project will take place on 14 different campuses
throughout San Angelo and should be a consideration when bidding. A Prebid meeting will

All requests for substitutions shall be submitted by EOB 5/11/26 to be considered.
All questions shall be submitted no later than 2 PM on 5/15/26 to ensure they are answered.
ADDENDUM: In the event that any changes to this Bid Document occur It is the bidder’s responsibility
to obtain any addenda that pertains to this bid. All addenda will be posted on the Bid Opportunity
page. http://www.saisd.org/bids
If this project is approved by the Board of Trustees, the district is expecting the work to take place
during the Summer/ Fall of 2026. Must be delivered and in place by 11/20/26.
Proof of insurance will be required for general liability, automobile liability, and worker's comp.
Please check the limits in the general conditions for bidding line 33.
All contractors/sub-contractors/employees of a contractor who work on District property where students
are present must present a clear criminal history report to the District prior to the start of the project.
The Board of Trustees, for the purpose of complying with Section 2288, Subchapter B of the Texas
Government Code for all public contracts, has adopted the prevailing wage rates as determined by the
US Department of Labor in accordance with the Davis —Bacon Act as the published rates for the
District. It is the responsibility of the contractor to pay the appropriate rate or higher on the construction
project or be subject to penalty as set forth in section 2258.023 of the Texas General Government Code.
This project will be subject to bonding requirements. See general conditions line 33.
All proposals MUST be submitted on the proposal form provided.
Proposal documents MUST be signed by the company's authorized representative in the space(s) provided.
Failure to manually sign the proposal documents may result in disqualification of the proposal.
The District reserves the right to waive formalities and/or irregularities and to accept or reject any/each
item separately or as a whole.
