FOR CASA PERALTA RESTORATION ESTIMATE
I. INTRODUCTION
The City of San Leandro desires to solicit qualified proposals for design services to create a new
concept design to restore Casa Peralta. The work will include creating a comprehensive assessment
of the existing facility which will be used for justifying the work needed to bring the facility to its
original condition with variances for compliance. The goal of the project is to ensure an abundance
of assessments are done to ensure any restoration proposed can be accurately budgeted for.
II. BACKGROUND
Casa Peralta is located at 384 W Estudillo Avenue, San Leandro, CA 94577 at the corner of
West Estudillo and Clarke Street; see location map in Exhibit A. This Building was constructed
in 1901 as a Colonial Revival style home and was later expanded and renovated in 1927 to become
a Spanish Revival casa. Casa Peralta was occupied as a single-family home till 1938 when the
property was sold and used as a rest home. Casa Peralta ceased being a rest home when it was sold
in 1956, then the property transferred ownership again a short time later in 1957 and became
Gilmore Hospital, a sanitarium established primarily to treat alcoholism.
Gilmore Hospital closed in 1969, and Casa Peralta was to be demolished to make room for a new
housing development. Casa Peralta was gifted to the City of San Leandro on October 26, 1971,
with the condition that Casa Peralta was to be maintained and operated as a “community cultural,
recreational, and historical center available for use by resident groups”.
Casa Peralta was listed on the National Register of Historic Places on November 24, 1981. In the
past, the City of San Leandro has operated Casa Peralta as a historic house museum providing
docent-led tours on limited weekend hours. The property was also made available for use for
special events.
In 1996 a seismic evaluation of the structures at Casa Peralta was preformed and subsequent work
was completed, see Exhibit G among other additional exhibits that shall act as resources for the
information available to evaluate needs of the Site.
A 2008 asbestos inspection report is also included as Exhibit E for consideration of expected needs
for an updated assessment.

A historic structure report on Casa Peralta was completed in June 2012 by Urbana Preservation and
Planning, LLC which is included as Exhibit D to this RFP. The report provides additional history
of the building and its grounds; details on various character-defining features of the building; and
recommendations on how to rehabilitate the building.
Most recently in 2016, City staff worked with Architectural Resources Group (ARG) of San
Francisco to create a conceptual design report to identify specific repairs and improvements needed
at Casa Peralta to meet specific goals and opportunities for the historic property. The report was
based on input from City staff and from comments gathered from at a public meeting held in May
2016. A copy of the ARG report is available as Exhibit C to this RFP. The report shall serve as
reference material for historically positively received recommendations only.
Many of the recommended improvements were not completed, and the building has further
deteriorated. Currently the building is not accessible to the public. There is limited access for city
personnel as deemed appropriated by the Building & Safety Division of San Leandro.

Site Visit A: Tuesday, January 6th , 2026 at 10:00 a.m. -11:00 a.m.
Site Visit B: Wednesday, January 7th , 2026 at 2:00 p.m. - 3:00 p.m.

The subject line of the email shall be: “RFP No. 63905, Visit A or B, Consultant Name” and
received by January 5th 3:00 p.m. Site access slots will be canceled if an RSVP is not received
for that day and time.
III. PROJECT OVERVIEW AND OBJECTIVES
The city wishes to create a comprehensive review of the restoration needs of this location. The
services requested should have no limitations on geotechnical, material or other studies and
testing needed for an accurate assessment of existing conditions. Once all assessment needs are
fulfilled the consultant shall create a concept, full report, and estimate needed to fully restore
Casa Peralta to its original condition with variation to ensure it complies with applicable
regulation to safely allow public access to the facility and grounds.
IV. SCOPE OF SERVICES
The City has prepared an outline of services attached as Attachment A to the Request for
Proposals, and generally include engineering design services.
V. PROPOSAL REQUIREMENTS
Proposals shall be brief, precise, and shall not include unnecessary promotional material. The
Proposals shall not exceed twenty-five (25) pages, single-sided, excluding cover letter, resumes

sample project write-ups, conceptual plan sheets or illustrations, which may be placed in
appendices.
Questions shall be submitted to Diana Garcia, Assistant Engineer, at dgarcia@sanleandro.org ,
with an email copy (cc) to the City’s Purchasing Technician, Sally M. Perez, at
sperez@sanleandro.org.
The subject line of the email shall be: “RFP No. 63905, Casa Peralta Restoration Q&A,
Consultant Name”, with your company’s name filled. Questions regarding the proposal are due
January 12th , 2026 at 5:00 p.m. It is the responsibility of the sender to confirm questions
were delivered and received.
Staff anticipate posting responses to these questions to the City’s website at
https://www.sanleandro.org/Bids.aspx on the 4th week of January 2026.
Proposals shall contain the following elements in the exact order and segmentation listed below:
1. Cover Letter Describe your firm or team’s interest and commitment in providing
Professional Design Services for the restoration efforts to the City. The letter shall be
signed by a person authorized to negotiate a contract with the City.
2. Project Approach. Approach to work and refinements to scope; Provide a summary
methodology of how the firm will pursue the work. Include a list of examples specific
inspections, surveys, tests that are expected to be completed. Suggest any refinements or
additions in scope and discuss past use of any suggested refinements or additions
(preferably something which can be reviewed in more detail in the “Experience section”.)
3. Experience/ Similar. Firm/team history and description of Firm’s Experience on similar
projects. Qualifications of key personnel who will be assigned to the project, including sub-
consultants. Include information that demonstrates a knowledge of working on similar
projects. Experience working with California Preservation Foundation or similar.
Organizational chart and staff resumes may be included as an appendix.
4. References. Include contact information for past clients. References on similar and
recent projects, in particular with other municipalities or restoration work, are highly
desirable.
5. Staffing, Team Experience. Provide an organizational chart identifying the entire project
team, such as the project manager and key personnel. Identify subconsultants and past
projects that the firm has worked with if applicable. Describe the qualifications and
experience of key team members expected to be assigned to this project. Qualifications
shall highlight previous experience with municipalities, work on historical structures or
work showcasing 1900s design elements.
It is expected that designated key staff will remain on the project for the duration of the
agreement. Key staff substitution will be allowed only after consultation and concurrence
