EMERSON PUMP STATION FLOOD MITIGATION
Sealed proposals will be accepted until 2:00 PM, Tuesday, March 3, 2026 to provide the City of Midland with pricing for
the Emerson Pump Station Flood Mitigation, per the attached specifications and standard instructions. Technical
questions shall be directed to Tyler Abbs, Facilities Manager at tabbs@midland-mi.org.
Bids should be submitted in a sealed envelope clearly marked as “ITB 4622 – EMERSON PUMP STATION FLOOD
MITIGATION”. Bid submission can be delivered or mailed ATTN: Purchasing to City of Midland, Office of the City
Clerk, 333 W. Ellsworth Street, Midland, MI 48640.
Non-mandatory (Voluntary) pre-bid meeting will be Thursday, February 19, 2026 at 10:00 AM at Midland City Hall 333
W. Ellsworth, Midland, MI 48640. Check-In will be located inside City Hall, 1st Floor. Site tour to follow.
A certified check or bid bond for a sum of not less than five percent (5%) of the amount of the Proposal will be required
with each bid.
Invitation to Bid and all its pages, documents and attachments, including those added subsequently by written notice,
submitted and properly executed, shall constitute the contract between the City of Midland and the successful vendor
when approved and accepted by the City.

This is a Federally Funded project. The Contractor and Subcontractors on this project must comply with HUD contract
provisions 24CFR part 85.36(i), the Davis-Bacon Act, Nondiscrimination, Equal Employment Opportunity, Affirmative
Action, Section 3 requirements, Anti-Kickback Act, Federal Occupational Safety and Health Act and Department of Labor
Standards and Regulations as set forth in the Contract Bid Documents. This municipality is an equal opportunity
