REQUEST FOR PROPOSALS (RFP)

On-Call Grant Writing and Submission Services
The City of Lawrence, Massachusetts, through its Office of Project Management and Development, is soliciting proposals from qualified consultants or firms to provide on-call grant writing and submission services for various City departments. These services will be provided on an as-needed basis and will focus exclusively on writing and submitting grant applications to support a range of municipal initiatives.

Grant opportunities may include, but are not limited to infrastructure (e.g., SS4A, RAISE, IRAP), environmental (e.g., EPA Multipurpose), community development (e.g., CDBG, HOME, ESG, PARC), housing, digital equity, and public safety grants (e.g., opioid, LPD, RIZE). The selected consultant(s) will work under the direction of the Director of Project Management and Development. Grant management services are not included in this scope.

Proposal Submission Deadline:
All proposals must be delivered in a sealed envelope, clearly marked “On-Call Grant Writing and Submission Services,” to the City Clerk’s Office, Room 101, Lawrence City Hall, 200 Common Street, Lawrence, MA 01840, no later than:

Monday, June 23, 2025, at 10:00 AM (EST)

Late proposals will not be accepted.

RFP Opening Date:
June 9, 2025, at 9:00 AM (EST)

The City of Lawrence reserves the right to reject any or all proposals, or to waive any informalities in the proposals, if deemed in the City’s best interest.
