1) Per page 5 of the Presolicitation, "Must include in Part I Section H an organizational chart of the firm (excludes consultants) and a design quality management plan." Are we still to include and attach an Organizational Chart to Part 1-Section D that includes both the Prime and Consultants?
Answer: Consultants are excluded
2) Per page 8 of the Presolicitation, "Part II shall remain a single page form, completed by the A/E." Please confirm that a Part II Form should be included for the Prime as well as forms for each of the Consultants.
Answer: Consultants are excluded
3) The Contracting Office Address Listed on the SAM.gov description is different from the Contracting Address listed on the Presolicitation Notice. Please clarify which address is the correct one to use. Answer: The address in the Presolicitation Notice is the correct address.
4) Are we allowed to include a Cover Page as well as a Table of Contents, or would they count against the 40-page limit?
Answer: A cover letter of 2 pages is allowed and does not count toward the 40 page limit.
5) Per page 5 of the Presolicitation, "As part of the Basic Professional Services, FES expects the following primary A/E disciplines to be included: Supervisor, Architectural, Mechanical, Electrical, and Plumbing (Including Fire Protection)." On page 7 of 8, regarding SF330 Part I Section E: "The following page limits for each member are as follows: 1) Architect - One (1) page, 2) Structural Engineer - One (1) page, 3) Mechanical Engineer - One (1) page, 4) Electrical Engineer- One (1) page, 5) Cost Estimator - One (1) page." Please confirm if a Plumbing Engineer (Including Fire Protection) resume is required or not. Also, please confirm that the "Supervisor" role can be performed by the Architect of Record/Project Manager.
Answer: A plumbing engineer resume is not required to be submitted. The supervisor role can be performed by the Architect of Record.
6) Do all three past performances provided need to be from the VAMC in Marion IL, or can they also be from be from VISN 15 or an adjacent VISN?
Answer: No they do not need to be from the VAMC in Marion Il.
7) Per page 8 of the Solicitation, "SF330 Part I Section H- Only 2 additional pages will be permitted." What is the total page limit for Section H?
Answer: Two pages are permitted.
8) Could you please clarify what is meant by construct the shelled-out portion ? Specifically, does the project include a full interior build-out (walls, finishes, MEP, fire protection, and furniture) for a Women s Health Clinic located within the Primary Care building, or are the Primary Care and Women s Health areas two separate spaces, each requiring its own complete interior build-out?
Answer: The project includes a full build-out for a Women s Health Clinic located within the Primary Care building.
9) Is there a target construction budget established for the shelled build-out?
Answer: The construction budget is $10,020,038.00.
10) Does the prime offeror's established office mean the headquarters, or can that include a branch office?
Answer: This is addressed in factor 5 it needs to be an office of the Prime contractor not necessarily a headquarters office, but an office of the Prime contractor.
11) The solicitation mentions "the architectural team". Does this exclude MEP-led teams from submitting as prime offerors?
Answer: MEP led teams can submit as prime offerors, but an architect needs to be included on the team. Refer to factor 1 Professional Qualification.
