Traffic Engineering Consultant

Scope of Services: The City of Deerfield Beach is soliciting sealed responses from qualified firms for Traffic Engineering Consulting Services for the Planning and Development Services Department in accordance with the terms, conditions, scope of services for the above-mentioned Request for Qualifications (RFQ).

CCNA Solicitation: Pursuant to Florida Statutes, Section 287.055, CCNA Act, Price will not be considered in the final evaluation and ranking of the firms . Agreement will be negotiated based on a lump sum or maximum not-to-exceed, or both, based on the City’s best interest.

Conflict of Interest: Entities conducting planning studies for this project may be barred, in part or in full, from participating in related design work. Entities and their subconsultants involved in drafting the design concept plans are prohibited from providing services for or through the selected construction or design-build firm for the applicable project. The City reserves the right to review all potential conflicts on a case-by-case basis and to make determinations in its sole discretion

Questions and Answers: The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through eProcurment Marketplace by the date and time referenced in the solicitation document (including any addenda). The City will respond to all questions via eProcurement.

Licensing Requirements: The Vendor must possess Florida license or current certificate of competency issued by Broward County Examining Board having jurisdiction over licensing of Contractors in the type of work involved in this contract. Refer to Qualification of Bidders for additional information.
The City of Deerfield Beach is exempt from Federal and State Taxes for tangible personal property tax.
The City of Deerfield Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City.
Bids will be accepted through a secure mailbox at eProcurement (https://deerfield-beach.ionwave.net/HomePage.aspx) until the Deadline for Submission as indicated in this RFP. Late Bids will not be accepted. The City will only accept electronic bids for this RFP.
