Issuing Procurement Unit: Snow College
Conducting Procurement Unit: Snow College
Note: Must be delivered by January 6, 2026, with onsite training the week of January 19th, 2026.
Required Features
To meet instructional goals and align with current simulation practice, the simulator must include
the following and be the NOELLE Labor and Delivery Patient Simulator S554.100.
Obstetric Features
● Realistic vaginal delivery (spontaneous and assisted)
● Customizable Labor
● Ability to simulate the following obstetric scenarios:
○ Breech delivery
○ Shoulder dystocia
○ Cord prolapse
○ Placenta delivery
○ Postpartum hemorrhage (PPH)
○ Pre-eclampsia, Eclampsia with seizures
○ Assisted Delivery
● Attachable/reattach able placenta
● Fundal Massage
● Ability to monitor fetal heart rate and maternal vital signs
● Ability to administer IV medications/fluids via IV arms
● Anatomical landmarks for fetal positioning (e.g., ischial spines, pubic bone)
● McRoberts maneuver positioning with flexible lower limbs
Maternal Care Practice
● CPR real-time feedback and intubation
● Sites for postpartum assessment (including perineal and rectal access)
● Anatomically correct pelvic structures for bi-manual compression
● Durable, portable, and easy to clean
● Removable stomach cover
● Bilateral radial pulses
Newborn Features
● Realistic full-term neonate (weight and size)
● Cyanotic and Pulse features
● CPR real-time feedback
● Ability to auscultate heart and lung sounds
Instructor & Operational Support
● Instructor control interface to adjust scenarios and bleeding output
● Wireless, table-top, or laptop-based operating system
● Touchscreen all-in-one PC with vitals display
● Virtual patient monitor & TOCO
● Unified Simulator Control Software
General Requirements
● Must be suitable for classroom and lab-based simulation
● Must be compatible with simulation center logistics (no special plumbing or drainage
systems required)
● Delivery deadline: January 6, 2026
● Faculty training required by: Week of January 19th, 2026
Payment Terms
Net 30.
The College will pay with a purchase order or by credit card. No credit card processing fees are allowed (must be included in bid pricing). The College will make payment at the satisfaction of the project manager and the total completion of the project. Any supplier requiring money down, can be eliminated from the bid list, or will be required to provide a performance and payment bonds in the amount of the bid. Pricing of the bid must include the price of the bond(s), and is considered part of the bid total price.

Evaluation of Quotes: Each quote received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. This RFQ shall be evaluated by the objective criteria described in this RFQ. Quotes submitted must comply with the specification identified in this RFQ.
Multiple or alternate quotes will not be accepted. If a vendor submits multiple or alternate quotes, Snow College will only accept the bidder's primary bid and will not accept any other bids constituting multiple or alternate bids.
Snow College Purchasing may solicit other quotes via email, phone, or other methods as permitted by the Utah Procurement Code or applicable Administrative Rules.
