General Information

The City of Del Mar (City) seeks proposals from qualified service providers (Proposers) to manage short-term rental (STR) administration with the City. Responsibilities include oversight of STR registration and permitting, assistance to establish STR Permit fee, establishment and maintenance of a STR database, monitoring of STR activities, participation in related permit compliance and enforcement activities, management of a complaint hotline and/or web portal, and STR Transient Occupancy Tax (TOT) collection and analytics. The City aims to initiate contractor services as soon as possible with “go live” coordinated to begin after the California Coastal Commission (CCC) approves the City’s STR regulations (anticipated to be in late 2025).

The City is looking for a well-established provider of a technology-based solution with proven ability and relevant experience working with California municipalities. It is anticipated that the proposals will include professional services closely associated with a technological product or software facilitating such services. The successful service provider will be innovative in developing STR monitoring solutions and responsive to the City's needs, ensuring compliance with the City’s STR and TOT ordinances and policies.
