Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Catalis Courts & Land Records, LLC, at a total cost of $13,784.26, for the one (1) year renewal of the existing Practice Manager software support and maintenance services. Practice Manager has been utilized by the County Attorney’s Office as an essential component for legal case management, matter management, tracking, storing documents, and other critical operation functions. This procurement is being made in accordance with Section 3-208(10) of the County’s Procurement Policy as it is the renewal of software licenses and associated proprietary maintenance and support services from the sole provider of the software. Catalis Courts & Land Records, LLC, is the exclusive owner and provider of the Practice Manager software and the sole authorized vendor for installation, customization, configuration, support, and maintenance services. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submissions” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
