SPECIFICATIONS
HONOKAA STATE OFFICE BUILDING - ROOF REPAIRS
SCOPE OF WORK:
At the date of the bidding, the roof on this building has failed. DAGS is requesting bids to
provide a temporary solution while a complete roof replacement is planned. The
Contractor shall provide all labor, materials, tools, vehicles, and equipment necessary to
repair the roof of this building. The itemized scope of work is as follows:
* Furnish (provide and install) roof repairs on the entire building as noted areas on the
attached Plan, complete and in-place.
* Provide pricing proposals for both a Sure-Weld TPO Membrane Cap overlay system
and a Snap-Clad metal roofing overlay system on the respective line-item tab in the
HiEPRO. DAGS will select one of the items for award. Note brands listed are for bid
product guidance. Approved substitutes will be considered.
Item 1 - Sure-Weld TPO membrane cap overlay - the skylight shall be covered
o
Install 2x wood framing and min. $1/2'' CDX plywood to cover the
opening.
Mechanically fasten Sure-Weld TPO 60mil membrane with Carlisle
HP-XTRA Fasteners and PIRANHA XTRA Plates. Fasteners must
achieve a minimum 1-inch penetration into the structural wood deck.
Fastener spacing shall be 6" o.c. along the perimeter.
Install drip edge metal and 6" P-S cover strip over plates and drip edge
primed with TPO primer.
Apply Carlisle or Henry silicone butter grade along the perimeter
transition as needed.
Apply a 1/8'' bead of Carlisle Cut-Edge Sealant on all cut edges of the
reinforced TPO membrane
Item 2 - Snap-Clad metal roofing overlay - the skylight shall be covered
o
Install 2x wood framing and min. 1/2'' CDX plywood covering opening
and extending minimum 4" past transition.
Adhere PAC-CLAD HT high-temp self-adhering underlayment.
Install Snap-Clad 12" or 16" wide metal roofing peak detail and slope
change at transition detail, with panel clips and screws through to the
wood deck.
Install matching PAC-CLAD factory-formed metal drip edge and
continuous starter cleat fastened to the wood deck.

Apply high-temperature butyl sealant tape or roofing sealant as
recommended by the manufacturer along all metal-to-metal lap
joints and perimeter transitions as needed.
* Protect all exterior vertical, horizontal and plants and grasses during performance
of the work.
* Provide and maintain temporary weather protection, including tarpaulins, plastic
sheeting, temporary seals, or other necessary means to protect the building interior
and structure from inclement weather, rain, and water infiltration during the
performance of the work.
* Professionally clean the area, impacted by the work after roof overlay work is
complete. Cleaning means and methods to be approved by DAGS.
* Properly dispose of all construction debris, rubbish, and demolished materials
daily.
Qualifications of the Bidders:
If requested by the State contractors may be asked to be provide documents
demonstrating their Contractor or Contractor's Responsible Managing Employee (RME)
Qualifications. Documents, at the time of bidding, include:
1. A valid State of Hawaii Specialty Contractor's C-42 License. The Contractor shall
possess the license throughout the duration of the contract and or any extensions.
The Contractor shall provide a copy of the specified license and contractor license
number as applicable.
2. The contractor shall have a minimum of two (2) consecutive years of Hawaii
Specialty Contractor's C-42 experience. The experience shall include a minimum of
two (2) years in managing contracts like this project in size and scope.
3. The State may request a list of similar projects to substantiate the
bidder's/contractor's experience. The list shall contain a minimum of three (3)
different roof repair projects and shall include a) name of the company, b) point of
contact, c) phone number, d) description of work performed, and e) size of the
project (cost wise).
Quality of Work:
All services performed will be subject to inspection, and correct any substandard work as
requested by the contracting officer. Provide a one (1) year written labor warranty on all
repair - Contractor will not be held liable for acts of vandalism.
Contractors shall provide all supervision necessary to coordinate and inspect their own
work.

Safety:
Contractors shall close off area(s) and post signs indicating the area(s) are closed to
pedestrian traffic and walkways. Equipment, apparatus, or rope coils on the ground level
shall be marked off with cones and signs warning pedestrian traffic. Contractors shall
provide all safety cones and signs.
Reporting Damages:
Any existing damage that are discovered on various exterior building systems and grounds
systems shall be reported to the contracting officer prior to the start of work.
Any damage to building exteriors, structures, vehicles, plants and other items in the area
and adjoining properties caused by the Contractor or any of its personnel shall be repaired
and/or replaced by the Contractor at their own expense and to the satisfaction of the
contracting officer or his designated representative and any injured party.
Scheduling:
Work shall be performed within 90 calendar days from the date stipulated in the Notice to
Proceed, or within the performance period noted on the HiEPRO solicitation. Contractor
will coordinate with the Contract Administrator or his designated representative a
schedule of work prior to the issuance of the Notice to Proceed. Schedules of work may
change or be adjusted at any time, upon agreement by both parties.
Parking:
The Contractor may be allowed to drive and park on driveways and parking stalls
controlled by DAGS. If the Contractor would like to use these driveways and loading
zones, the Contractor shall directly contact the DAGS, West Hawaii District Office for
information and request authorization to use the driveways and parking stalls. Contact the

Bid Submittals:
Bid Prices shall include all costs for all labor, equipment, supplies, applicable taxes
(including the current Hawaii General Excise Tax) and any other expenses incurred to
provide the roof repairs and all other services included in the work being solicited.
This solicitation is intended to allow the State to proceed with roofing repairs, based on the
availability of funds.

The Contractor shall submit a separate Proposal for all work items not covered by the
contract. This work is additional to the Contract and is subject to review and approval by the
Contract Administrator. If the Proposal is found acceptable, and without further solicitation
of other Bidders, the Contract Administrator shall authorize the work. Payment for extra
authorized work will be by Purchase Order and/or Purchasing Card.
