1.0. DEFINITIONS:
1.1. Terms
a. Addenda. As used herein, the term "Addenda" refers to an amendment or
modification to this Invitation to Bid.
b. Bidder. As used herein, the term "Bidder" refers to the individuals, agencies, firms,
or companies that submit a proposal in response to this Invitation to Bid.
c. County. As used herein, the term "County" refers to the Humboldt County Sheriff's
Office, a political subdivision of the state of California.
d. Proposal. As used herein, the term "Proposal" refers to the document or
documents submitted by a Bidder in response to this Invitation to Bid.
e. Service Agreement. As used herein the term "Service Agreement" refers to the
contract between the County and the Successful Bidder regarding the provision of
warranty and on-call Service.
f. Successful Bidder. As used herein, the term "Successful Bidder" refers to the
individuals, agencies, firms or companies that the County chooses to enter into a
final Service Agreement with after the review, evaluation, selection, contract
negotiation and approval processes set forth in this Invitation to Bid have been
successfully completed.
g. Vendor. As used herein, the term "Vendor" refers to any individual, agency, firm or
company awarded the bid to this Invitation to Bid.

2.0. INTRODUCTION:
2.1. Statement of Purpose
The Humboldt County Sheriff's Office (HCSO) provides comprehensive public safety
services throughout Humboldt County, an area encompassing more than 4,000 square
miles of remote coastline, mountainous forests, and rural communities. The HCSO

serves residents in unincorporated regions, small municipalities, and tribal lands,
addressing the needs of a geographically dispersed population.
The HCSO operates through administrative programs and several primary divisions,
including the Patrol Division, responsible for countywide law enforcement; the Criminal
Investigations Division, which conducts major investigations; and the Corrections
Division, which administers the county correctional facility. Additional operational
support is provided by units such as Animal Control, Civil Services; Special Services,
which administers the boating safety program among others.
The HCSO's boating safety program is managed by the Boating Safety Unit that
maintains specialized capabilities. This unit conducts patrols on Humboldt Bay, local
rivers, and coastal waterways; provides public education; enforces applicable boating
regulations; and supports marine search and rescue operations. These divisions and
specialized services collectively support the agency's mandate to ensure public safety
across Humboldt County's varied terrain and waterways.
The HCSO is issuing this Invitation To Bid ("ITB") to solicit proposals from vendors
interested in building a 21-foot Tunnel Hull Jet Boat and Trailer.
NOTE: It is the bidder's responsibility to read the entire document, any addendums, and
to comply with all requirements listed herein. Any addenda to this ITB will be directed to
all participating bidders. It is the bidders' responsibility to be aware of and respond to
any addendums, notices, or changes to the ITB or the ITB process.
2.2. Project Background and Description
The HCSO is inviting Proposals for qualified Boat Dealers to provide the HCSO with a
21-foot Tunnel Hull jet boat, trailer, and equipment. The HCSO is requesting delivery no
later than June 30, 2028. It is the intent of specifications within this ITB to describe a
commercial jet boat to be used for law enforcement patrol and rescue. The jet boat
must be a versatile and highly maneuverable river boat designed for shallow water
operations, rapid response, and safe operation in dynamic river environments (e.g.,
changing depths, debris, sandbars, tight channels). The boat and trailer shall be
designed and built to assure maximum durability and safety.
The vessel shall be used for general law enforcement, public education and safety,
general patrols, patrols of vulnerable commercial enterprises, and search and rescue
services. Patrol shifts are typically 10-12 hours a day. Boating enforcement and search
and rescue is available 24-hours a day throughout the year.
The jet boat and trailer configuration shall allow stability, maneuverability, and durability
on the waterways for all weather conditions that impact the Humboldt County rivers and
waterways under the HCSO jurisdiction, and for the intended patrol purpose described
in the description of waterway(s) to be patrolled.
The selected dealer will be responsible for meeting or exceeding all boat and trailer
specifications listed in the ITB.

2.3. Process Overview
Information received as part of the Proposals submitted in response to this ITB shall be
objectively evaluated by County to identify a Bidder that is best qualified to provide 21-
foot Tunnel Hull Jet Boat and Trailer, as set forth herein. At the conclusion of the
review, evaluation, selection, contract negotiation, and approval processes set forth in
this ITB, a final Professional Services Agreement pertaining to the provision of a 21-foot
Tunnel Hull Jet Boat and Trailer will be awarded to the Successful Bidder. It is
anticipated that the final Professional Services Agreement resulting from this ITB
process will begin on or around August 31, 2026.
3.0. SCOPE OF SERVICES:
The Selected Bidder shall provide the HCSO with a fully equipped 21foot tunnel hull jet
boat and matching trailer designed to meet or exceed all specifications outlined in this ITB,
with delivery required no later than June 30, 2028. The vessel must be engineered for
maximum durability, safety, stability, and maneuverability to support rapid response,
continuous operation, and yearround deployment in the challenging and variable
conditions of Humboldt County rivers and waterways under the HCSO jurisdiction. The jet
boat will be utilized for law enforcement patrol, search and rescue, public education,
protection of vulnerable commercial enterprises, and general marine safety operations,
typically during 10-12-hour patrol shifts with 24hour availability. The Successful Bidder
shall be responsible for furnishing a commercialgrade jet boat and trailer capable of
reliable performance in all expected weather and marine conditions within HCSO
jurisdiction and suitable for the full operational profile described herein.
4.0. ELIGIBILITY REQUIREMENTS:
The Eligibility Requirements presented within this ITB serves to generally communicate the
HCSO's expectations for the provision of Services by the Successful Bidder. All Bidders
shall be strictly held to the requirements as indicated, set forth in this ITB. Such
requirements will be incorporated into the final Service Agreement between the HCSO and
the Successful Bidder. All plans and designs will be reviewed and approved by the HCSO.
4.1. Specifications and Dealer Expectations
The vessel shall meet United States Coast Guard (USCG), State of California and
Department of Boating and Waterways standards and regulations at the time of
manufacture. The manufacture of the vessel shall conform to all safety orders of the
California Division of Industrial Safety and current Occupational Safety and Health
Administration requirements. Manufacturers must have at least 24-months of
continuous operation producing heavy aluminum watercraft. All materials and
equipment shall be new, marine grade, and shall meet federal and industry standards
for materials and installation. The jet boat and trailer design must be a design of a
recognized manufacturer of aluminum watercraft.
The vessel will be used year-round day and night for general law enforcement and
search and rescue activities. The vessel will be used in all bodies of water within
Humboldt County's jurisdiction.

4.2. Vessel and Trailer Requirements
Proposals shall include all minimum vessel and trailer requirements as set forth within
this ITB. Proposals that do not meet all vessel and trailer specification requirements will
be considered non-responsive and will not be accepted.
4.2.1. Vessel Information.
a. Center Length: The vessel shall have a total center length of at least 21-feet.
4.2.2. Hull.
a. Dimensions: The hull shall be a draft-tunnel design constructed of marine-
grade aluminum. Hull height shall be a minimum of 27-inches, and the
bottom plate and side plating shall have a minimum thickness of 0.125-
inch.
b. Center Beam: The center hull beam shall be a minimum of 190-inch
length with a 3/16-inch nominal thickness.
c. Bow Eye: The bow eye shall be constructed of welded aluminum.
d. Tie Downs: The tie downs shall be constructed of welded aluminum.
e. Cleats: A minimum of four (4) cleats constructed of welded aluminum with
appropriate backing plates shall be provided.
f. Decking: All inside hull standing and walking surfaces shall be fully
decked and finished with a non-skid surface.
g. Console: The consoles shall be a center console of full walk-around
design and equipped with a windshield and multi-speed windshield wiper.
h. Bilge Pump: The bilge pump shall have a minimum capacity of 500 GPH
and shall be equipped with an automatic float switch.
i. Railings: Railings shall be constructed of aluminum with a minimum
outside diameter of 1-1/2 inches, with interior rail members fabricated
from 1-inch aluminum.
j. Bottom Protection: Bottom protection shall consist of a full Ultra High
Molecular Polyethylene protection system.
4.2.3. Engine and Controls.
a. Engine: The engine shall be a single inboard jet-propulsion unit rated between
250 and 350 horsepower, equipped with an electronic start system.
b. Engine Controls: The engine controls shall consist of a single-lever shift and
throttle control equipped with a safety neutral-start switch and a lanyard-
activated emergency stop switch.
c. Steering System: The steering system shall consist of a console-mounted, walk-
around jet-drive steering assembly.
d. Fuel Tank: The fuel tank shall be constructed of aluminum with a 30-to-50-gallon
capacity.
e. Fuel Filter and Water Separators: Fuel filters and water separators shall be
provided at a quantity of one per engine and shall be equipped with low-point
drains.

f. Sand Trap: A sand-trap filtration system shall be provided to protect the engine
cooling system.
g. EZ Clean Stomp Grate: An EZ-clean push bar or lever shall be provided,
mounted near the console and designed for operation from the console area to
allow rapid dislodging of debris.
h. Local Servicing: Engine shall be compatible to be serviced locally within
Humboldt County by certified vendors.
4.2.4. Electrical Rigging.
a. Batteries: the electrical rigging shall include a minimum of two (2) marine-grade
batteries and a 12-volt accessory panel equipped with labeled breakers.
b. Wiring: The electrical rigging shall include a conduit for all exposed wiring,
grommets for all bulkhead penetrations, and terminals sealed with silicone gel.
c. Battery Charger: A transom mounted battery charger with shore power
receptacle shall be installed on the jet boat.
4.2.5. Lighting.
a. Navigational Lighting: The navigation lighting shall consist of United States
Coast Guard (USCG)-approved LED fixtures.
b. Deck Lighting: The deck lighting shall include a minimum of four (4) LED fixtures,
including downward-facing illumination for the deck area.
c. Scene Lighting: The scene lighting shall include a minimum of four (4) LED
floodlights, located at the bow, stern, port, and starboard. Each shall be
controlled by an independent switch.
d. Emergency Lighting: The emergency lighting shall consist of a LED light bar
equipped with blue strobe functions.
4.2.6. Electronics and Navigation Installations.
a. Depth Finder: A depth finder shall be provided, with the display at the console
and the sensor installed at the transom. The installation shall include all required
wiring, batteries, and waterproofing.
b. Siren and Speaker: A weather-resistant 100-watt siren amplifier and speaker
shall be provided, including the associated control unit.
c. Police Radio: The installation of an agency-provided police radio shall be
included.
4.2.7. Trailer.
a. Specifications: The trailer shall include a minimum 21-foot capacity and be a
heavy-duty double-axle design with a towing capacity of 2,100 pounds or
greater.
b. Guides: The trailer shall be equipped with chine guides.
c. Lighting: The trailer lighting shall consist of LED fixtures compliant with California
Vehicle Code requirements.
d. Winch: The trailer shall be equipped with a heavy-duty winch.
e. Tires and Rims: Trailer rims must be galvanized or aluminum and compatible
with the specified trailer configuration. Tires and rims shall have a load rating
sufficient to support the Gross Vehicle Weight (GVW) of the trailer.

f. Local Servicing: Trailer shall be able to be serviced locally within Humboldt
County by certified vendors.
4.2.8. Optional Features.
a. Paint and Graphics: The vessel and trailer shall have agency-specific reflective
vinyl graphics. Graphics shall incorporate the HCSO name and logo. All
materials shall be high-visibility reflective vinyl meeting applicable durability,
weather-resistance, and reflectivity standards for emergency and public-service
vehicles. Installation shall be performed in accordance with manufacturer
recommendations to ensure proper adhesion and longevity.
b. Additional Equipment: Any additional equipment, electronics, or accessories not
installed by the Bidder shall be configured and mounted in a manner that allows
installation, integration, or service by an outside vendor without modification or
obstruction.
4.3. Warranty Requirements
Proposals shall include the below minimum warranty guarantees. Proposals that do not
meet warranty requirements will be considered non-responsive and will not be
accepted.
PART WARRANTY REQUIRED
Engine and Pump Full manufacturer's warranty, including all standard after-sale
(Inboard/Outboard) support services.
Hull Ten-year warranty against defects in materials and
workmanship.
Equipment Manufacturer's standard warranty or as otherwise required
under applicable California law, whichever provides greater
protection.
4.4. Delivery Requirements
Delivery shall be free on board (FOB) to the County-designation location specified on
the purchase order. The Selected Bidder shall provide an order acknowledgement to
the HCSO that includes, at a minimum:
a. County Purchase Order Number
b. Total Contract Cost
c. Estimated Delivery Completion Date
All items delivered in response to this ITB, including the vessel and trailer, must be fully
operational upon delivery, with all accessories, electronics, and required safety
equipment installed and functioning.
The Selected Bidder shall provide the following materials at, or prior to, the time of
delivery:
a. Manufacture manuals for vessels and engines.
b. Warranty books for vessels, engines, and trailer.
c. Diagrams and/or schematics of vessel layout.

d. Bill of materials including brands, models, and materials used for vessel and
trailer.
The Selected Bidder shall schedule a delivery appointment in advance of the delivery
with the HCSO. Deliveries will only be accepted Monday through Friday from 9:00 am -
11:00 am and 1:00 pm - 3:00 pm, excluding County Holidays.
4.5. Pre-Delivery Inspection
Two designated personnel from the HCSO may conduct an inspection of the vessel and
trailer at the Selected Bidder's facility prior to delivery. The manufacturer/Selected
Bidder shall provide complete operation and maintenance instructions for the vessel,
engine(s), trailer, and all associated equipment at the time of inspection and delivery.
The Selected Bidder shall complete a comprehensive pre-delivery checklist confirming
inspection of, at minimum, the vessel hull, engine(s), trailer, installed accessories, and
all equipment to ensure full compliance with the specifications outlined in this ITB. The
completed checklist shall be provided to HCSO prior to or at the time of delivery.
4.6. Time of Completion
The vessel and trailer must be manufactured and delivered to the HCSO on or before
June 30, 2028. Freight and delivery charges are to be set out, and included, in this bid.
Failure to meet this deadline will result in a penalty of $500.00 per day for each day
beyond the deadline date.
4.7. Special Considerations
No special considerations to this ITB will be given to Bidders. Proposals that do not
include all required specifications and required materials will be considered non-
responsive and will not be accepted.
4.8. Good Standing
Bidders shall provide evidence of current registration and good standing in the System
for Award Management (SAM) at https://sam.gov/, including verification that the Bidder
is not suspended, debarred, or otherwise excluded from federal procurement programs.
5.0. BID SELECTION CRITERIA:
Only accepted Proposals will be considered for selection. Proposals that do not meet the
specifications set forth in this ITB will be considered non-responsive and will not be
accepted.
The Selected Bidder will be determined solely by the Proposal with the lowest price bid,
provided the Proposal has met all requirements and has been accepted.
