Description:

The Humboldt County Sheriff’s Office (HCSO) provides comprehensive public safety services throughout Humboldt County, an area encompassing more than 4,000 square miles of remote coastline, mountainous forests, and rural communities. The HCSO serves residents in unincorporated regions, small municipalities, and tribal lands, addressing the needs of a geographically dispersed population.


The HCSO operates through administrative programs and several primary divisions, including the Patrol Division, responsible for countywide law enforcement; the Criminal Investigations Division, which conducts major investigations; and the Corrections Division, which administers the county correctional facility. Additional operational support is provided by units such as Animal Control, Civil Services; Special Services, which administers the boating safety program among others.


The HCSO’s boating safety program is managed by the Boating Safety Unit that maintains specialized capabilities. This unit conducts patrols on Humboldt Bay, local rivers, and coastal waterways; provides public education; enforces applicable boating regulations; and supports marine search and rescue operations. These divisions and specialized services collectively support the agency’s mandate to ensure public safety across Humboldt County’s varied terrain and waterways.


The HCSO is inviting Proposals for qualified Boat Dealers to provide the HCSO with a 21-foot Tunnel Hull jet boat, trailer, and equipment. The HCSO is requesting delivery no later than June 30, 2028. It is the intent of specifications within this ITB to describe a commercial jet boat to be used for law enforcement patrol and rescue. The jet boat must be a versatile and highly maneuverable river boat designed for shallow water operations, rapid response, and safe operation in dynamic river environments (e.g., changing depths, debris, sandbars, tight channels). The boat and trailer shall be designed and built to assure maximum durability and safety.

1.0. DEFINITIONS:
1.1. Terms
a. Addenda. As used herein, the term “Addenda” refers to an amendment or
modification to this Invitation to Bid.
b. Bidder. As used herein, the term “Bidder” refers to the individuals, agencies, firms,
or companies that submit a proposal in response to this Invitation to Bid.
c. County. As used herein, the term “County” refers to the Humboldt County Sheriff’s
Office, a political subdivision of the state of California.
d. Proposal. As used herein, the term “Proposal” refers to the document or
documents submitted by a Bidder in response to this Invitation to Bid.
e. Service Agreement. As used herein the term “Service Agreement” refers to the
contract between the County and the Successful Bidder regarding the provision of
warranty and on-call Service.
f. Successful Bidder. As used herein, the term “Successful Bidder” refers to the
individuals, agencies, firms or companies that the County chooses to enter into a
final Service Agreement with after the review, evaluation, selection, contract
negotiation and approval processes set forth in this Invitation to Bid have been
successfully completed.
g. Vendor. As used herein, the term “Vendor” refers to any individual, agency, firm or
company awarded the bid to this Invitation to Bid.

The HCSO is issuing this Invitation To Bid (“ITB”) to solicit proposals from vendors
interested in building a 21-foot Tunnel Hull Jet Boat and Trailer.
NOTE: It is the bidder’s responsibility to read the entire document, any addendums, and
to comply with all requirements listed herein. Any addenda to this ITB will be directed to
all participating bidders. It is the bidders’ responsibility to be aware of and respond to
any addendums, notices, or changes to the ITB or the ITB process.
2.2. Project Background and Description
The HCSO is inviting Proposals for qualified Boat Dealers to provide the HCSO with a
21-foot Tunnel Hull jet boat, trailer, and equipment. The HCSO is requesting delivery no
later than June 30, 2028. It is the intent of specifications within this ITB to describe a
commercial jet boat to be used for law enforcement patrol and rescue. The jet boat
must be a versatile and highly maneuverable river boat designed for shallow water
operations, rapid response, and safe operation in dynamic river environments (e.g.,
changing depths, debris, sandbars, tight channels). The boat and trailer shall be
designed and built to assure maximum durability and safety.
The vessel shall be used for general law enforcement, public education and safety,
general patrols, patrols of vulnerable commercial enterprises, and search and rescue
services. Patrol shifts are typically 10-12 hours a day. Boating enforcement and search
and rescue is available 24-hours a day throughout the year.
The jet boat and trailer configuration shall allow stability, maneuverability, and durability
on the waterways for all weather conditions that impact the Humboldt County rivers and
waterways under the HCSO jurisdiction, and for the intended patrol purpose described
in the description of waterway(s) to be patrolled.
The selected dealer will be responsible for meeting or exceeding all boat and trailer
specifications listed in the ITB.
