Project Description: NOTICE TO CONTRACTORS
Sealed proposals will be received until 10:00 a.m. on March 26, 2026 by the Borough of Marcus Hook, online via the PennBid Program at https://pennbid.bonfirehub.com, for the Walnut Street – Dalton Lane to Pine Street Streetscape Improvements and read aloud at 7:00 p.m. on April 7, 2026. The Scope of Work Includes: 405 LF concrete curb, 1920 SF concrete sidewalk, 3 ADA ramps, 3 street lamps and 720 SY mill and overlay of street.
All Bid Documents, Construction Plans and Specifications are available online via the PennBid Program at www.PennBid.Bonfirehub.com at no cost to prospective bidders. The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 of 1% of the contract award value. There is a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
Each bidder must submit with his bid, security in the form of a certified check or bid bond in the amount of not less than 10% of the total bid made payable to the order of the Borough of Marcus Hook.
The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions. Davis- Bacon and Related Acts, Build America Buy America Act and Section 3 Final rule threshold requirements for contracts over $200,000 in HUD funds, and the requirement of a payment bond and performance bond for 100% of the contract price.
Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
