The City of San Mateo is accepting Statements of Qualifications to select one or more qualified
consulting firm(s) to provide on-call technical support services. All questions regarding this
Request for Qualifications (RFQ) shall be directed to Suruchi Bhutani at (650) 522-7209 or

Statements of Qualifications (SOQs) shall be submitted by firms that have a capable and
demonstrable background in any or all types of work described in Section III, “OBJECTIVE AND
SCOPE OF SERVICES,” of this notice. In addition, all interested firms shall have sufficient, readily
available resources in the form of trained personnel, support services, specialized consultants, and
financial resources to carry out the work without delay or shortcomings. SOQs shall be submitted
to the Community Development Department, City of San Mateo, 330 West 20th Ave, San Mateo,
California 94403, no later than 2:00 p.m. on Wednesday, May 27, 2026. Each proposer shall
submit one (1) digital PDF copy via email in accordance with Section IV, “STATEMENTS OF
QUALIFICATIONS,” of this

I. INTRODUCTION
The City of San Mateo’s Community Development Department is requesting SOQs from
experienced and highly-qualified firms to provide professional services to support, enhance, and
administer its Tyler Technologies Enterprise Permitting & Licensing (EPL) system. This RFQ
addresses both one-time enhancement projects and ongoing administration and technical
support as needed.
II. BACKGROUND
The City of San Mateo is located in San Mateo County, on the Peninsula in the San Francisco Bay
Area. It is bordered by Burlingame to the north, Foster City to the east, Belmont to the south, and
Hillsborough to the west. The City is conveniently situated 19 miles south of San Francisco and 30
miles north of San Jose. It covers an area of 14.6 square miles, including 3.87 square miles of
tidelands from the San Francisco Bay to the east and a range of coastal mountains to the west.
The City was incorporated in 1894 and was originally chartered in 1922. The current charter was
adopted in 1971 and revised in 2002. San Mateo has a Council-Manager form of government. The
Council selects a Mayor from among its members each December for a one-year term. The Mayor
and City Council serve as the legislative and policy making body of the City. The City Manager,
appointed by the Council, serves as chief executive officer and is responsible for the day-to-day
administration of City affairs. The City Council also appoints a City Attorney. There are twelve
Advisory Boards and Commissions.
The City provides a broad range of municipal services. These include police, planning, building,
sewer, street maintenance, and general administrative services. Fire service is provided by the San
Mateo Consolidated Fire Department. Water is provided to the residents of the City of San Mateo
by two water service providers, California Water Services and Estero Municipal Improvement
District. The City operates and maintains facilities for wastewater treatment. In addition, the City
offers thirty-five parks, six recreation centers, three libraries, and an 18-hole golf course.
The Community Development Department’s core function is to ensure a quality-built environment,
healthy neighborhoods, and a strong economic base in the City. The Department is divided into
four divisions, including the Planning Division, which oversees long-range planning and review of
applications for new developments; the Code Enforcement Division, which provides maintenance
of the city’s neighborhoods; the Housing Division, which provides development and administration
of affordable housing programs; and the Building Division, which provides construction permit
review, issuance, and inspection for residential and commercial structures.

III. OBJECTIVE AND SCOPE OF SERVICES
General
The City utilizes Tyler Tech EPL for managing permitting and licensing processes. Enhancements
and ongoing technical support are required to optimize performance, resolve existing issues,
and implement best practices.
The City is interested in entering a one (1) year on-call contract with the selected firm(s) to
provide the listed services.
SCOPE OF SERVICES:
Enhancement Projects (One-Time Initiatives)
• Existing Tyler EPL Crystal Reports to SSRS Conversion
• Assist with design and Implementation of Projects Field
• Develop and deploy new Custom Forms, Workflows, Intelligent Objects and Reports
On-Call Technical Support
• Ongoing Issue Resolution
• Ongoing Report Development
• New User Guides and Updates
Interested consultants shall be prepared to provide the services requested for a period of one
(1) year. Staff anticipate the requested services will be needed on a regular, ongoing basis.

IV. STATEMENTS OF QUALIFICATIONS
The City will accept SOQs through Wednesday, May 27, 2026 at 2pm. Submittals should be
organized in the same order as the requirements listed herein. Submittals must include one (1)
digital PDF copy via email. SOQs should be specific and concise and shall be limited to a maximum
of 15 double-sided pages, including any cover pages, resumes, project examples, and references.
1. Statement or Cover Letter: A summary of the key points of the consultant’s interests
and qualifications, pertinent areas of expertise, and the individual or individuals
responsible for the work to be performed.
2. Understanding of Scope of Work: A summary of the team’s understanding of the City’s
needs for on-call services. Include the team’s approaches to quality assurance/quality
control, and any unique perspectives or methods the team/firm has implemented. If
responding to only a portion of the requested services, please specify which.
3. Team Experience and References: The team's experience and history in performing
similar work, including a list of recently performed relevant projects/engagements, past
performance, individual or team accomplishments, and examples of similar experiences
working for similar communities. This should include the names and contact information
of references, including at least three (3) public agencies.
4. Organization Chart and/or Key Personnel: An organizational chart or listing of key
personnel for the project team. Identify each team member’s role in this process. The
organizational chart or list should demonstrate the team’s resources and necessary
expertise to meet the City’s needs in an on-call capacity.
5. Schedule of Charges and Lead Times: A schedule of billing rates for all key personnel
and subconsultants, as well as the required lead times when requesting services.
6. A statement indicating that the consultant has reviewed the attached City of San
Mateo standard agreement, and identified any exceptions, including Section 9 –
Interest of Consultant.
Consultants are welcome to submit qualifications demonstrating their ability to provide
any or all of the services identified in this RFQ.
