MOSQUITO SURVEILLANCE & GROUND DISPERSAL MOSQUITO SPRAY (FOG) SERVICES
This Request for Proposals (RFP) is issued by the City of Minot (City) to solicit proposals
from qualified firms to provide mosquito surveillance, monitoring, identification,
reporting, and optional ground dispersal spray (fogging) services for the City. This RFP
does not commit the City to award a contract, and all materials submitted become the
property of the City and may be subject to disclosure under state law.
Providers responding to this RFP must submit one (1) paper copy of their proposal,
signed by a representative authorized to bind the company, in a sealed envelope by 22
May 2026.

BACKGROUND AND INTRODUCTION
The City of Minot seeks qualified providers to conduct seasonal mosquito surveillance,
monitoring, and optional fogging services. The base contract term shall be for one (1)
year, with two (2) additional option years at the sole discretion of the City. Services are
intended to reduce mosquito populations, identify disease-carrying species, support
public health awareness, and comply with all applicable federal, state, and local
regulations.
THE CITY'S RIGHTS AND OPTIONS
1. To cancel the RFP with or without substitution of another RFP.
2. To take any action affecting the RFP, the process, or services that is in the best
interest of the City.
3. To issue additional requests for information.
4. To require Providers to supplement, clarify, or provide additional information.
5. To conduct investigations with respect to qualifications and experience of Providers.
6. To waive any defect, formality, or irregularity in any proposal received.
7. To reject any or all proposals received.
8. To award all, none, or any part of the services to one or more Providers.
9. To discuss and negotiate any terms and conditions, including financial terms.
10. To enter into any agreement deemed in the best interest of the City.
PROPOSAL CONTENT AND FORMAT
1. Cover Letter signed by company officers acknowledging the proposal.
2. Executive Summary outlining the approach and key features.
3. Organizational Background including history, structure, and relevant experience.
4. Statement of Qualifications.
5. Detailed Scope of Work response.
6. Approach to Services including methodology, and scheduling
7. Insurance Documentation verifying coverage or ability to obtain coverage.
8. Proposed Rate Schedule for all required and optional services.
9. References including at least two relevant clients.
10. Subcontractor Disclosure.
STATEMENT OF QUALIFICATIONS
1. Description of the specific services the Provider proposes to deliver.
2. Description of experience providing mosquito surveillance or similar public health
services.
3. Personnel qualifications, including certifications and licenses.
4. Any additional documentation supporting capabilities and experience.
SCOPE OF WORK
The Provider shall perform the following mosquito surveillance and ground dispersal
spray (fogging) services:
1. Establish and maintain one mosquito monitoring site per quadrant (NW, NE, SW, SE)
near stagnant water.
2. Perform trap collections 23 times weekly at each site and report counts to City
staff.
3. Conduct larvae counts once per quadrant at least once per month near trap sites
and reports to City staff.
4. Provide all equipment including traps and include trap specifications with the
proposal.
5. Conduct mosquito identification including type (Culex, Anopheles, Aedes
aegypti/albopictus) and species (dorsalis, vexans, perturbans, etc.).
6. Batch mosquitoes twice monthly for West Nile Virus testing when counts exceed 25.
7. Facilitate and coordinate with First District Health and Health and Human Services
for batch testing 1-2 times per month for the duration of the season.
a. Batch testing shall be determined by mosquito counts. Testing shall be
conducted when 25 mosquitoes or more per quadrant are identified.
8. Adhere to First District Health and Health and Human Services WNV batch testing
protocols for shipment and testing requirements.
9. Operate trapping programs from June 1 to September 1.
10. Provide required reporting including weekly counts, WNV test results, and any
deviations from NDDEQ guidance.
11. Remove all trapping devices no later than September 2.
12. (Quote this item separately as base year and 2 option years) Perform ground
dispersed (fog) spraying with all required NDDEQ permitting and City approvals.
a. Provide itemized fogging pricing per quadrant including chemical,
equipment, and service costs.
INSURANCE
1. Commercial general liability with minimum limits of $2,000,000 per occurrence.
2. Automobile liability with minimum limits of $500,000 per person and $2,000,000 per
occurrence.
3. Workerscompensation coverage per North Dakota requirements.
4. City shall be endorsed on liability policies as additional insured on a primary and
noncontributory basis.
5. Provider shall furnish certificates of insurance prior to commencement of services.
SUBCONTRACTOR
If subcontractors are proposed, the Provider must detail work to be subcontracted and
provide all necessary background, qualifications, and organizational information for City
review.
CONCLUSION

proposals and to select the proposal deemed most advantageous.
