Bids must be submitted to the Town Clerk in a sealed envelope clearly marked " 2026 General Street Resurfacing " with the time and date of the opening, which will be Monday, June 29, 2026 at 10:00 a.m. prevailing time, at the Normal City Hall, 11 Uptown Circle, Normal, Illinois 61761.
This project consists of furnishing all work necessary for the completion of milling and hot mix asphalt overlay, along with necessary incidentals, on various streets in the Town of Normal, Illinois. The proposed improvement consists of the following approximate quantities: 19,234 SY Hot-Mix Asphalt Surface Removal, 2 ¼”; 23,549 SY Hot-Mix Asphalt Surface Removal, 3”; 2,211 SY PCC Surface Removal, Variable Depth, 0 to 1 ½”; 2,950 SY PCC Surface Removal, Variable Depth, 1” to 2”; 3,214 SY PCC Surface Removal, Variable Depth, 1” to 2 3/4”; 3,214 SY Area Reflective Crack Control; 4,500 feet Full Depth Saw Cut for Crack and Seat; 6,412 SY Crack and Seat Existing PCC Pavement; 425 SY PCC Pavement Removal, Special; 400 SY Composite Pavement Removal, Special; 110 SY PCC Pavement, Special, 8”; 15,000 pounds Bituminous Materials (Prime Coat); 32,000 pounds Bituminous Materials (Tack Coat); 15,900 feet Longitudinal Joint Sealant; 774 tons Polymerized HMA Binder Course, IL-4.75, N50; 853 tons HMA Binder Course, IL-9.5FG, N50; 2,079 tons Polymerized HMA Binder Course, IL-9.5FG, N90; 2,480 tons HMA Surface Course, Mix C, N50; 2,079 tons Polymerized HMA Surface Course, SMA, 9.5, Mix E, N80; 275 SY Class B Patches; 330 SY Driveway Pavement Removal; 330 SY PCC Driveway Pavement; 1,200 SF Sidewalk Removal; 1,200 SF PCC Sidewalk, 6”; 2,200 SF Concrete Median; 2,100 feet Combination Curb & Gutter Removal; 2,150 feet Combination Concrete Curb & Gutter, Type B-6.18, Special; 5,900 feet Combination Concrete Curb and Gutter Removal and Replacement, Special; adjustment, removal, removal & replacement, rehabilitation, or relocation of 142 water and sewer structures; 26,100 feet Short-term Pavement Markings – Paint; 6,600 feet Short-term Pavement Markings – Tape; 16,000 feet Paint Pavement Marking – Line 6”; 900 feet Paint Pavement Marking – Line 12”; 350 feet Paint Pavement Marking – Line 24”; 700 SF Paint Pavement Marking – Letters & Symbols; and all other necessary items and incidentals required to complete this project according to the plans and specifications.
A non-mandatory Pre-Bid Meeting will be held on Tuesday, June 23, 2026 at 1:00 p.m. at the One Uptown Conference Room, One Uptown Circle, 2nd Floor.
Bid documents are available electronically from the Town of Normal website at www.normal.org. The Town of Normal reserves the right to reject any or all bids received. The bid award will be made by the Town Council and their decision will be final.
