INVITATION TO BID
Sealed proposals, addressed to:

and endorsed “Proposal” for constructing Project BRO R002(002), Andrew County, Missouri, will
be received by the Andrew County Commission until Thursday, December 4th, 2025, at 10:00
A.M. at the office of County Commission at 411 Court Street, Savannah, Missouri 64485 and at
that time will be publicly opened and read.
The proposed work includes:
Construction of an 80 foot long Single Span Steel Girder Bridge and associated roadway
work on County Road 90 northeast of Whitesville, Missouri.
Plans (half-size) and specifications may be inspected at the office of the County Clerk and
complete instructions of bidders and proposal blanks shall be obtained from Snyder & Associates,
802 Francis, St. Joseph, MO 64501 (816-364-5222) upon the receipt of Forty dollars ($40).
Payment is non-refundable. Only contractors who have paid for plans and specifications
and are listed on the Snyder & Associates’ plan holders list will be eligible to bid.

notify the Andrew County Clerk, at (816) 324-3624 or through Missouri Relay System, TDD 7-1-
1, at least five (5) working days prior to the bid opening you plan to attend.
The wage rates applicable to this project have been predetermined as required by the law and are
set forth in the bid proposal. When Federal wage rates are applicable and included, this contract is
subject to the “Work Hours Act of 1962”, (P.L. 87-581;76 Stat. 357) and implementing
regulations.
On all federal-aid projects, the contractor’s attention is directed to Title 23, CFR, titled Buy
America Requirements. Where steel or iron products are to be permanently incorporated into the
contract work, steel and iron material shall be manufactured in the USA except for “minor usage”
as described in the Missouri Standard Specifications for Highway Construction-2025., Section
106.9.
Andrew County hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color,
religion, creed, sex, age, ancestry, or national origin in consideration for an award.
Missouri Law, 292.675 RSMO, requires the awarded Contractor and its subcontractor(s) to provide
a ten-hour occupational safety and health administration (OSHA) construction safety program (or
a similar program approved by the Missouri Department of Labor and Industrial Relations as a
qualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operator,
and craftsmen) who have not previously completed such a program and are directly engaged in
actual construction of the improvement (or working at a nearby or adjacent facility used for
construction of the improvement). The awarded Contractor and its subcontractor(s) shall require
all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they
hold documentation on their prior completion of said program. Penalties for non-compliance
include Contractor forfeiture to the Missouri Highways and Transportation Commission in the
amount of $2,500, plus $100 per Contractor and sub-contractor employee for each calendar day
such employee is employed beyond the elapsed time period for required program completion under
292.675 RSMO.
The project will be awarded to the lowest, responsive, responsible bidder.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current
version of the Missouri Standard Specifications for Highway Construction, including all revisions.
The contractor questionnaire must be on file 7 days prior to bid opening.
Proposals must be on forms provided in the Specifications and Contract Documents. The right is
reserved to reject any or all bids.
A DBE goal of 0.0% has been established for this project.
