Title: Request For Statement Of Qualifications - Sierra Vista Municipal Airport Professional Architectural/Engineering Services

The City of Sierra Vista, Arizona requests statements of qualifications from qualified airport architectural/engineering consulting firms for the scoping, design, bidding/negotiation, and construction administration services associated with several planned projects at the Sierra Vista Municipal Airport. Responses will be used to short-list firms who will then be invited to enter negotiations/respond to a formal Request for Proposal. The City is seeking to award a three (3) year contract with one (1) two-year option period to the highest ranked firm.
The City of Sierra Vista will accept statements of qualifications from qualified firms who possess the appropriate licenses for professional architectural/engineering services for Airport projects. The projects will require adhering to all FAA requirements. The City of Sierra Vista also encourages the use of Small Business Concerns as required by Title 49 CFR 26.39. There is no Disadvantaged Business Enterprise Goal (DBE) associated with this project in accordance with the Interim Final Rule issued on October 3, 2025, pending program re-establishment from Arizona Department of Transportation.
The City of Sierra Vista (CoSV) operates a joint-use facility at Sierra Vista Municipal Airport/Libby Army Airfield, and is one of only 21 joint-use airports in the United States. This facility operates under the Federal Aviation Administration (FAA) designator FHU. The civilian facility is currently entirely surrounded by Fort Huachuca Military Reservation. This is a critical factor for continued growth and development of the facility.
The CoSV benefits from the airfield facilities constructed for the use of the military, which also allows the civilian facility to accommodate a broad range of aircraft, from single engine piston to Boeing 747 class. Under agreements between FAA, the CoSV, and the Department of the Army, the CoSV currently holds fee title to approximately 72 acres of airport property and is pursuing the acquisition of an additional 203 acres.
There are over 60 hangars and 35 tie-downs for lease to private aircraft. All ground services for FHU are provided by CoSV Department of Public Works personnel.
