Description:

Davidson County Department of Soil and Water Conservation has identified a need for Stream Debris Removal Services and is seeking a contractor who is prepared to assume the responsibility for providing these services while meeting federal and state guidelines and requirements.

Contractors shall provide disaster recovery services including, but not limited to, clean-up, demolition, removal, reduction and disposal of debris in order to eliminate threats to public health and safety. All equipment and supplies required for this service is the responsibility of the contractor.

There are approximately 4,000 linear feet of stream to be cleared. There is no guarantee of the amount of stream footage to be cleared.  However, this will be the basis of the bid.  As a bid alternate an additional amount of up to approximately 2,000 linear feet of stream could be included in the project depending upon the bid price per linear foot.  The linear foot is defined as top of stream bank on one side to top of stream bank on the opposite side and then up or downstream 1 foot.

Sealed Proposals subject to the conditions made a part hereof will be received until

3 p.m., on March 19,  2025 for furnishing services described herein.  In the event the County is closed due to inclement weather, this opening will take place on the next business day.

Note: The County recommends using an over-night service or hand delivering the RFP response.

Note: The close date for questions shall be March 14, 2025 at noon.

A MANDATORY PRE-BID CONFERENCE:

For all prospective offerors is scheduled for 2 p.m. March 12, 2025 at the Support Services Department. Attendance at this conference is a prerequisite for consideration of an offeror's proposal.  Copies of the bid package will be available at the pre-bid conference. Prospective offerors are encouraged to submit written questions in advance. Address is listed above. The site visit will be just after the pre-bid conference.  In the event the County is closed due to inclement weather, this meeting will take place on the next business day.

It is the offeror's responsibility to assure that all addenda have been reviewed.

The Contract shall be completed before September 30, 2026.

Awarded Offeror(s) will be required to furnish performance and payment bonds in an amount 100% of the contract cost within ten (10) days after the contract has been activated and a Notice to Proceed has been issued by the County. The Performance and Payment Bonds shall continue throughout the Services and for one year after the full scope of work is completed.

Qualifications:
The CONTRACTOR awarded will ensure that all required permits are secured before any work proceeds on the site.

The CONTRACTOR awarded this project will complete stream debris removal activities by removing and disposing of trees, logs, stumps, snags, shrubs, brush, aquatic weeds, debris, and other obstructions from the flow area of the natural or excavated channel.

Special Requirements:
The Contractor shall submit to the Inspector for review and approval prior to construction, a construction schedule showing the sequence of all work by reaches to be performed. The Contractor shall notify the Inspector at least one week prior to beginning work.

The Contractor shall exercise care while working in the areas of existing lawns, roads, structures, utilities, railroads, other improvements, livestock areas, and cropland. The Contractor shall be responsible for the prompt repair or replacement of any such improvements damaged by his/her operations.

Fences which must be removed for access shall be removed with the minimum damage practical and reinstalled as near to the original condition or better as possible immediately after construction access is no longer needed at the site.

In areas identified in Section 11 of this specification, or in the drawings, as "Hand Work" boats, barges, portable winches, chainsaws, hand held tools, block and tackle, cables, log chains, etc., and manual labor will be allowed, unless the Contractor requests, in writing, approval for the use of heavy equipment at specific locations and the request is approved by the Inspector. Barges with equipment working from the deck of the barge may be used when the Contractor makes a written request and permission is given by the Construction Inspector.

Disturbance of the stream banks and the stream bottom will be held to the minimum necessary to remove the debris.

Where the haul off of debris is required in improved areas at "Hand Work" sites, wheeled and/or tracked vehicles for removing, loading and hauling the debris off-site will be allowed at specified selected locations as designated by the Inspector.

The Contractor shall be responsible for complying with all applicable requirements of the NC Department of Transportation's Manual on Uniform Traffic Control Devices (M.U.T.C.D.) when work is performed on a public right-of-way. When equipment or personnel are operating on a public right-of-way, flagmen shall be stationed to warn oncoming traffic of congestion. Proper construction road signs shall be in place.

A means of removing sediment and/or debris from roadways shall be established. Residue deposited on roadways may be removed by sweeping machines, manual sweeping methods, or pressurized water. The Contractor shall be responsible for implementation of these measures.

Miscellaneous:

Provide the following;

A.        List of Proposed Subcontractors
B.        Evidence of Authority to do Business in North Carolina
C.        A letter from a surety company, licensed to do business in North Carolina, stating that, in the event the Offeror is awarded a contract, the Offeror can obtain Performance and Payment Bonds for 100% of the contract, which shall remain in effect for the full term of the contract.
Time of Completion: Bidder agrees that the Work will be substantially completed and ready
for final payment in accordance with the duration days listed above.
