IFB 1154 Contracted Distance Learning for Multiple Facilities
Description:

The New York State Office of Children and Family Services (OCFS) operates the state's residential juvenile justice programs and oversees locally operated foster care, child abuse, daycare, and youth development and delinquency prevention programs (YDDPP). The OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY) operates the residential programs for juvenile delinquent youth. OCFS announces the release of this Invitation for Bids (IFB) to provide remote Distance Learning services to students ages 12 to 21 who reside in DJJOY facilities statewide, hereinafter referred to as “Distance Learning”.

Distance Learning services are needed to provide educational programming for students in OCFS care via an online platform or the use of live streaming to maximize student access. This includes:

  • providing remote teaching services to any of the nine DJJOY facilities, as needed, for any or all of the following subject areas: English Language Arts, mathematics, sciences, social studies, career and technical education, Languages other than English instruction (foreign language, ASL, etc), English as a New Language instruction, health, art, or music.
  • providing core instruction (primary coursework) or supplemental instruction (building a student’s skills outside of coursework, i.e. literacy development) to students at any of the nine facilities during times the DJJOY school programs operate, including summer school, as needed. Synchronous methods of instruction will most likely be requested, however, responders must also have the ability to conduct asynchronous instruction.
  • providing whole-class instruction, instances of credit recovery, tutoring, state test preparation, and/or help with homework during designated times.
  • providing coursework that satisfies the requirements outlined by the New York State Education Department so students can make progress toward earning a high school diploma.
  • developing daily or weekly lesson plans and being prepared to adapt or modify curriculum and course outlines as needed.
  • other instructor/teacher-related duties to be discussed in detail during the interview or meetings with the school administrators of a facility

Distance Learning services are necessary to meet OCFS’ educational mandates as outlined by the New York State Education Department. OCFS staff will utilize in-person and/or virtual classroom observations, student attendance and engagement, and in-person site visits to evaluate instructor performance.

Eligible Bidders

Only organizations with the capacity to recruit and hire multiple staff to teach the identified subjects for assignments that align with OCFS’ needs specified in IFB Section 3.3 with the most common placement of a minimum of one semester (approximately 5 months) are eligible to submit a bid.

All bids must be from an organization/entity having a minimum of one year of experience providing or placing staff who can satisfy the requirements noted throughout the IFB, particularly in Sections 3.2 through 3.4.

Due to the nature of the requested services: individuals, locum tenen vendors, and short-term temporary staffing agencies are not eligible to bid on this procurement.
