Description: The New York State Office of Children and Family Services (OCFS) operates the state's residential juvenile justice programs and oversees locally operated foster care, child abuse, daycare, and youth development and delinquency prevention programs (YDDPP). The OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY) operates the residential programs for juvenile delinquent youth. OCFS announces the release of this Invitation for Bids (IFB) to provide remote Distance Learning services to students ages 12 to 21 who reside in DJJOY facilities statewide, hereinafter referred to as “Distance Learning”. Distance Learning services are needed to provide educational programming for students in OCFS care via an online platform or the use of live streaming to maximize student access. This includes:
Distance Learning services are necessary to meet OCFS’ educational mandates as outlined by the New York State Education Department. OCFS staff will utilize in-person and/or virtual classroom observations, student attendance and engagement, and in-person site visits to evaluate instructor performance. Eligible Bidders Only organizations with the capacity to recruit and hire multiple staff to teach the identified subjects for assignments that align with OCFS’ needs specified in IFB Section 3.3 with the most common placement of a minimum of one semester (approximately 5 months) are eligible to submit a bid. All bids must be from an organization/entity having a minimum of one year of experience providing or placing staff who can satisfy the requirements noted throughout the IFB, particularly in Sections 3.2 through 3.4. Due to the nature of the requested services: individuals, locum tenen vendors, and short-term temporary staffing agencies are not eligible to bid on this procurement.
