Description:

The New York State Education Department (NYSED), Office of State Assessment within the Office of Education Policy intends to procure under State Finance Law §163(6) a Discretionary Purchase for a qualified Minority and Women-Owned Business Enterprise (MWBE) vendor or a qualified Service-Disabled Veteran Owned Business (SDVOB) to securely print and distribute the June 2025 Regents Examinations in Earth and Space Sciences and Life Science: Biology, including translated editions. This procurement opportunity is limited to New York State businesses certified pursuant to Article 15-A of the New York State Executive Law or pursuant to Article 3 of the Veterans’ Services Law .

NYSED is seeking a vendor with experience facilitating and implementing the printing, picking, packing, and shipping of secure materials to several thousand individual sites. Preference will be given to vendors with experience printing, picking, packing, and shipping examination materials for a statewide testing program. Firms with experience in managing the logistics of large-scale printing and distribution are encouraged to apply and subcontracting is permissible. Respondents to this opportunity must propose to complete every service described within – whether themselves or via subcontract.

NYSED’s Regents Examinations are administered three times per year and are taken by hundreds of thousands of New York State high school students to demonstrate their proficiency in the State learning standards and as a requirement to earn a diploma. NYSED’s print shop is responsible for the printing of the exams and the Test Distribution Unit (TDU) handles picking, packing, and shipping to all schools in New York that have placed orders for exams. The Regents Examinations in Earth and Space Sciences, and Life Science: Biology will be offered for the first time in June 2025. The NYSED print shop will be unable to print the exams for this period only due to an equipment upgrade that will not be completed in time. Because the exams will be printed offsite, it is more feasible and efficient for the vendor to pick, pack, and ship the exams to schools that have ordered.
