Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE.



The Naval Air Warfare Center Lakehurst is requesting information pertaining to the procurement of steel stackable test weight sets. The sets will be used in periodic load testing of mobile cranes.



The Government is requesting information on the availability of steel stackable test weight sets.



Nominal requirements for the steel stackable weight sets are:



1. A center post / base for stacking the weights. The center post / base and the individual weight shall be able to be lifted / stacked using a 20,000 lb capacity forklift.



2. The set shall include a four-legged sling so that center post / base and the individual weights can be lifted / stacked using a crane. A four-legged sling capable of lifting the maximum weight of the center post / base or any individual weight shall be provided with each weight set. The sling will not be used to lift multiple weights or the weight stack. The sling shall meet the requirements of ASME B30.9. The sling shall be proof loaded to 200% of its rated load by the sling manufacturer. The slings legs shall be of sufficient length so that there is no interference with the sling and the center post when placing the first weight on the center post. Each individual weight shall have four lifting provisions properly sized for the sling hooks.



3. The weight set shall consist of a center post / base and 11 additional stackable weights. Each item shall have a target weight with a tolerance of -0% / +5 % of the target weight.

The total combined weight of all the items in Table 1 will be 80,000 lbs minimum and 84,000 lbs maximum and shall not exceed 8 ft long x 7 ft wide x 10 ft high.



4. The test weight set shall be stackable to achieve the specified weights detailed in Table 2 and Table 3 below.



There is a requirement to achieve four different weight combinations for load testing of our mobile cranes, which will be achievable using the center post / base and weights A thru J listed in Table 1 above. These are outlined in Tables 2 and 3 below:

5. The test weight set stack shall be able to interface with the crane hook by directly interfacing with the center post. The center post interface shall be capable of lifting the test weight stack at its maximum weight (84,000 lb) with a factor of safety of 2 to 1. Additionally, the center post / base and individual weight shall be able to be lifted using a 20,000 lb capacity forklift with tines up to 9.0 inches wide and 3.0 inches thick. If needed, the crane hook dimensions can be requested to the RFI point of contact.



6. Test weights shall be made of steel.



7. Each weight shall be within the weight range of Table 1 resulting in being able to achieve each target weight with a combination of the center post / and individual weights as required with the same tolerance of - 0% / + 5%.



8. Each test weight shall be measured using calibrated equipment traceable to the National Institute of Standards and Technology, with a minimum accuracy of +/- 2% (i.e. actual weight shall be within +/- 2% of indicated weight). Any variance should not place the test weight(s) outside of the allowed tolerance range identified in paragraph 4.



9. Each test weight shall be stackable upon one another to achieve the required weight combinations and shall not exceed 8 ft long x 7 ft wide.



10. Each test weight shall be blasted, primed, and painted with a lead-free and chromate free epoxy paint system to protect against corrosion.



The purpose of the request for information is to identify potential contractors capable of building this product. Along with the interest and product information, it is requested that estimated price information for the test weight sets be provided. It is the Government’s intent to procure a total of up to 3 steel stackable test weight sets.



It is requested that information be submitted NO LATER THAN 06 June 2025 to Ms. Gianna Gatto, Naval Air Warfare Center Aircraft Division, by electronic mail at: gianna.v.gatto.civ@us.navy.mil. Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
