Project Description: Request for Proposals will be received via Penn Bid for the Queen Street Station Roof & HVAC Replacement project until 1:00 PM, prevailing time, on Thursday, September 18, 2025. The RFP bids received will be opened and reviewed at the designated time via PennBid https://pennbid.bonfirehub.com .
The project includes the Replacement of the Roof & HVAC at the Queen Street Station, Lancaster, PA
To Submit a proposal on this project, Click on “Open Public Opportunities”, and “View Opportunity” for the subject project . All contractors interested in receiving the construction documents can download via PennBid and will be requested to register with Pennbid.
A Pre-Proposal meeting will be held at the Queen Street Station, 225 N Queen Street, Lancaster, PA on Wednesday August 13, 2025, beginning at 2:00 p.m. A visit to the project site will be included as part of the Pre-Bid meeting. Attendees will meet at the Queen Street Station Ticketing window.
All submissions and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Buy America, Build America Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General’s list of ineligible contractors.
SCTA encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. A DBE goal has not been set for any contract of this project.
Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work.
A cashier’s check, or an acceptable Bidder’s Bond, payable to South Central Transit Authority, 45 Erick Road, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required.
SCTA reserves the right to postpone, to accept or reject any and all bids from any vendor, its predecessor, successor or assigned that SCTA/RRTA/BARTA deems a non-responsible bidder, at its sole discretion, based upon prior experience with that bidder, predecessor, successor or assign. Such rejection may include rejection of subcontractors. SCTA may reject any and all bids, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.
No submissions may be withdrawn for a period of sixty (60) days after the due date set for the RFP.
Proposer shall submit all questions about the meaning or intent of the RFP Documents via the “Messages/Vendor Discussions” feature in PennBid no later than seven (7) days prior to the date for receipt of submissions.
