INVITATION TO BID
INTERCOM AND ACCESS CONTROL SYSTEM AT WOODROW WILSON COURT
The Cambridge Housing Authority, as Owner and Managing Agent for its affiliate properties, is seeking proposals from qualified vendors for the installation of an intercom system at nine (9) entry doors and an access control system, including twenty-four (24) card readers at the Woodrow Wilson Court property. The selected contractor shall provide all labor, materials, and equipment necessary to complete the installation in accordance with the specifications outlined in the scope of work and in accordance with the bid documents as written by the Cambridge Housing Authority.
The Not-to-Exceed amount for this project is $150,000.00. Contractors must be in business as a corporation or company for a minimum of five (5) years in order to be eligible and all workers shall have a valid license. Bids will be subject to M.G.L. c.149, Inclusive to the Davis Bacon Wage rates.
The awarded contractor will be responsible for installing intercom entry stations at nine (9) building entrances, providing a video intercom system with two-way audio and visual communication capabilities, ensuring the intercom integrates with the agencies access control system, and implementing a directory system with name-based lookup for visitor entry. This includes, but is not limited to, providing training for property staff on system usage and troubleshooting, and providing backup power options for system continuity in case of an outage.

There will be a MANDATORY SITE VISIT FOR THIS PROJECT at 9 Woodrow Wilson Court, Cambridge, MA 02139 on Monday September 22, 2025, at 10 am.
THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED BY THE AWARDING AUTHORITY. Bids must be electronically submitted at www.procore.com. Additional instructions to complete the other bid forms are accessible on the Procore website. Deadline for General Bidder questions shall be submitted by Friday, September 26, 2025, by 2:00PM. Questions received after the above deadlines may not be considered by the Awarding Authority. No interpretations of the meaning of the plans, specifications or other pre-bid documents shall be made to any bidder orally. Every request for such interpretation must be in writing. The time of acceptance of the bid by the Cambridge Housing Authority is 30 days from the date of the bid opening. The award of the contract will be based on the responsive and responsible bidder who offers the lowest rate based on project-based. The award of the contract is conditioned on approval by the Cambridge Housing Authority’s Board of Commissioners. The contract is subject to the appropriation of adequate funds and may be cancelled in the event such funds are not available. The Awarding Authority reserves the right to reject any and all bids and to waive any informality in the bidding if it is in the public interest to do so. The Cambridge Housing Authority also reserves the right to reject the bids if less than three bids are received.
A Payment Bond in the amount of 50% of the contract value will be required by the awarding vendor. The wages paid to all employees on this project shall not be less than the Prevailing Wage Rates. Refer to wage rate schedules in the Project Specification.
