Nibley City desires to retain the services of a professional consulting firm to update the Nibley City
Transportation Master Plan. The Transportation Master Plan will provide an update to the existing
Transportation Master Plan that was adopted in 2019 with an amendment to the Transportation Master
Street Plan that was adopted in 2021. The Nibley City Transportation Master Plan update will be
informed by extensive public engagement to formulate a plan and action to accommodate Nibley City and
community transportation needs.
The purpose of the Transportation Master Plan update is to ensure coordinated master planned effort to
plan for the transportation needs of the City responding to community travel, growth, and anticipated
growth trends. The process will be informed by public engagement and regional plans to formulate the
community’s vision and a thorough analysis of existing community resources to identify necessary
improvements to the existing transportation network and to guide development of Nibley’s transportation
system as the City and surrounding community continues to grow. The Plan will provide actionable
strategies to guide the City’s formulation of its plan, ordinances, standards, specifications, capital
projects, impact fees, operations and maintenance, and to mitigate impact of growth both in and around
Nibley City.
The City is requesting proposals from professional consulting firms interested in providing these services.
BACKGROUND
Nibley City is approximately 4 square miles in size and has grown quickly over the last 10 years with a
3.7% annual growth rate and a population change of over 17% in the last 4 years alone. This is
substantially higher than the 1.5% annual growth rate of the surrounding Cache Valley. The new
development is increasing pressure on existing roadways and actual/perceived safety, adding to the need
for a planned and coordinated approach to maintain a high level of service on the City’s transportation
network.
The City’s Transportation Master Plan was last updated in January 2019 with an update to the Nibley City
Master Street Plan in March 2021. The study area will include the existing City incorporated area, areas
that are likely to be annexed in the future and will refer to and coordinate with regional transportation
plans.
Nibley City has budgeted $100,000 for the development and completion of the Nibley Transportation
Master Plan update. To assist in funding this update, the City was awarded a CIB matching
reimbursement grant. The selected consultant will be aware of and adhere to grant requirements.
Existing and future Operations and Maintenance and Capital Improvements costs for the City’s
transportation network will be evaluated. The selected consultant will provide an analysis and

recommendation for maintenance costs, capital improvement costs, and impact fees. The selected
Consultant will provide direction for construction of system improvement to continue serving the
residents of Nibley City and will provide a Capital Facilities Plan, Operations and Maintenance Plan,
Impact Fee Analysis, and Impact Fee Facilities Plan.
GENERAL SCOPE OF WORK
The following tasks are to be completed in addition to others that are necessary to accomplish the project
goals and complete the project.
Task 1
Review existing Master Planning Documents for reference in the TMP Update
Nibley City’s Existing TMP and Amendments
Nibley City’s Active Transportation Plan
Nibley City’s Parks, Recreation, and Open Space Master Plan
Nibley City’s General Plan and draft updates currently in progress
Nibley City’s Zoning and Future Land Use Maps
Nibley City’s Engineering Design Standards
Cache MPO Regional Transportation Plan
Cache County Trails and Active Transportation Pan
Cache Valley CONNECT Short Range Transit Plan
Other plans from Cache County, UDOT, CMPO, USU and connected Cities
Task 2
Gather and analyze data to perform applicable scope of work noted in Task #6 and other related tasks
Gather and Analyze traffic information from Nibley City, Cache County, UDOT.
Gather and Analyze available alternative travel data
Gather available traffic and alternative travel data to be used to analyze Nibley City’s largest
generators of local trips such as schools and parks
Additional traffic counts at intersections and corridors identified by Consultant. Nibley City
utilizes Houston Radars Armadillo Trackers traffic and speed collectors and can assist with
limited data collection as needed
Gather and analyze collision data
Use of CMPOs transportation model provided by Jeff Gilbert. Review and adjust population
projections if needed to create existing and future trip generation data. CMPO update expected
early 2026
Model local traffic levels of streets and intersections as needed

Task 3
Coordination with City and other Stakeholders
Monthly coordination with Steering Committee via teleconference, online, or physical meetings
Coordinate with CMPO
Coordinate with TAC members as needed
Task 4
Form and maintain Technical Advisory Committee (TAC)
Include representatives from UDOT, CMPO, Adjacent communities, CVTD, Cache County,
Cache County Fire District, Cache County School District, Business, Industry, Freight,
representatives from City Council and Planning and Zoning, staff and the Mayor
Conduct at least 3 meetings with TAC members related to 30, 60, 90% comment review
Task 5
Public Involvement
Incorporate public involvement in the development of the TMP
Include 2 open house meetings for the public one of which will present 90% finished TMP
Include 2 or more members of City Council (must be noticed to the public if there is a quorum)
Include Mayor and City Manager
Include TAC
Include City staff and Project Manager
Include 2 or more members of Planning Commission (must be noticed to the public if there is a
quorum)
Include 3 members from community council- one from each elementary school
Use online/social media content to inform and obtain input from the public
Include 2 presentations to City Council and 1 presentation to Planning Commission
Task 6
Address multimodal transportation needs
Identify possible areas of conflict between the TMP and other Master Plans
Identify possible locations to improve multimodal interconnectivity and propose solutions
Provide study and treatment recommendations on arterial and collector roadways that are or
perceived to be a danger or concern to automotive, bicycle, pedestrian, and other alternative
roadway users
Address multimodal transportation needs and how interconnectivity and non-vehicular
transportation was included in creating the TMP

Include appropriate elements from the CMPO Regional Transportation Plan, UDOT Multimodal
Trail Plan
Identify corridors that are or perceived to be hazardous to vehicular, pedestrian, bicycle, and
alternative transportation users
Provide treatment recommendations for existing perceived hazard locations. Identify and
recommend traffic calming treatments to improve areas identified with consistent excess speed,
perceived and identified problem or unsafe roadways and intersections, and other hazard areas.
Provide traffic calming and design recommendations for new and existing roadways to ensure
self-regulating roadway and intersection design that will enhance safety for all users
Provide safety design guidelines and treatments to be utilized in new development and for
treatment of existing roadways and intersections
Task 7
Create Capital Facilities Plan, Impact Fee Facilities Plan, and Impact Fee Analysis
Identify roadways and intersections that are currently or will reach LOS D or F in 5, 10, 20, or
30- years
Identify “gaps” in local transportation and develop plans to mitigate them to ensure adequate
connectivity
Develop a roadway plan that will accommodate future build out and improve traffic with a focus
on connectivity and safe streets for all
Identify transportation connectivity impediments and provide a report for future submittal to
CMPO on plans to address transportation connectivity to improve circulation. Update
transportation and traffic circulation elements of the City’s General Plan to identify priority
connections to remedy physical impediments, including water conveyances, State and federal
highways, railed transit, and others, that would improve circulation and enhance vehicle, transit,
bicycle, or pedestrian access to significant economic, educational, recreational, and other priority
destinations. Identify cost estimates, potential funding, and impediments to constructing the
connections (SB 195 and Utah Code 10-8-87)
Calculate cost estimates and prioritization of project to be shown in the final plan. Consultant will
clearly define metric used to prioritize projects
Recommend alternative funding sources for projects that best fit the criteria of said funding
Use “Informed Streets” pavement condition assessment software platform to incorporate
anticipated road replacement and repaves into the Capital Improvement Plan (CIP)
Create Capital Facilities Plan
Establish required annual CIP budget to complete recommended 5-10-20- & 30- year CIP
projects
Provide an Impact Fee Facilities Plan and Impact Fee Analysis
