Compounded Pharmaceuticals for Wildlife Chemical Immobilizations
The Pennsylvania Game Commission seeks a supplier who can provide compounded pharmaceuticals for the chemical immobilization of wildlife. The compounding pharmacy must:
1. Comply with Pennsylvania Title 49, Chapters 27 – State Board of Pharmacy – and 31 – State Board of Veterinary Medicine
2. Comply with United States Pharmacopeia (USP) General Chapter 797 – Pharmaceutical Compounding – Sterile Preparations
3. Comply with the Federal Food, Drug, and Cosmetic Act and Title 21, Chapter 9 of the U.S. Code, excluding activities generally not enforced by the Food and Drug Administration (FDA) as outlined in their Center for Veterinary Medicine Guidance for Industry #256 – Compounding Animals Drugs from Bulk Drug Substances
4. Comply with the Controlled Substances Act and Title 21, Chapter II of the Code of Federal Regulations
5. Be licensed to ship compounded pharmaceuticals to Pennsylvania (PA)
6. Possess a DEA registration covering Retail Pharmacy business activities to fill patient-specific controlled substance prescriptions.
7. Possess a DEA registration covering Manufacturer business activities to fulfill office use orders to PA-licensed veterinary practitioners with such orders attributed to the veterinarian’s DEA registration covering Research business activities should the veterinarian possess such registration in addition to their DEA registration covering Practitioner business activities
8. Provide the following compounded pharmaceuticals:
a. Mixture of butorphanol (60 mg/mL), azaperone (24 mg/mL), medetomidine (24 mg/mL), and ketamine (100 mg/mL) in a 10-mL multi-dose vial – estimated 300 units needed by May 1, 2026 and estimated 150 units needed annually beginning January 2027 as requested by our Wildlife Veterinarian.
b. Mixture of nalbuphine (60 mg/mL), azaperone (24 mg/mL), and medetomidine (24 mg/ml) in a 10-mL multi-dose vial – estimated 10 units needed annually beginning January 2027 as requested by our Wildlife Veterinarian
c. Mixture of atipamezole (60 mg/mL) and naltrexone (30 mg/mL) in a 25-mL multi-dose vial – estimated 300 units needed by May 1, 2026 and estimated 150 units needed annually beginning January 2027 as requested by our Wildlife Veterinarian
d. Atipamezole (60 mg/mL) in a 25-mL multi-dose vial – estimated 20 units needed annually beginning January 2027 as requested by our Wildlife Veterinarian
e. Naltrexone (50 mg/mL) in a 10-mL multi-dose vial – estimated 20 units needed annually beginning January 2027 as requested by our Wildlife Veterinarian.
No substitutions.

This purchase order (PO) is renewable for an additional four (4) years if agreeable by both parties.
