*UPDATE* May 16, 2025. Due to an administrative error the Government is reposting Appendix A_HTRO Self-Scoring Matrix_8May2025 incorporated in amendment 0006. No changes were made within the scoring matrix criteria. All terms and conditions remain unchanged. *********************************************************************************************************************************************************************************** UPDATE* May 14, 2025. This amendment incorporates revisions to Appendix B_ HTRO Cross Reference Matrix for the housing domain, in reference to the previous amendment. All other domains remain unchanged. Furthermore, this amendment provides the most current solicitation documents posted throughout the solicitation and various amendments. If you have already submitted a proposal, acknowledgement of amendments as required by Section L can be provided via email to the POCs listed in para 1.1. of Section L. The Government intends to award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract in support of the Kaiserslautern Installation Support Services (KISS). This Request for Proposal (RFP) is being issued as Unrestricted using NAICS code 561210, Facilities Support Services. This is a competitive Highest Technically Rated Offerors (HTRO) source selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15.3 as supplemented. The KISS program is designed to provide 86th Civil Engineer Group (86 CEG) with total integrated solutions for a multitude of service-based requirements in the Kaiserslautern Military Community (KMC). The Contractor shall provide all management, supervision, labor, facilities, and materials necessary to perform each requirement solicited through the contract on a task order basis. RFP FA5613-25-R-0004 is the formal RFP associated with the previously published Draft RFP Notice ID. FA5613KISS_DRAFT_Request_For_Proposal, which was initially released to industry on 01 November 2024. All records related to the draft RFP, including amendments, RFI submittals, and responses, have been made available to the public through SAM.gov. The pertinent acquisition information is as follows: a)        Contract Type: Indefinite-Delivery Indefinite Quantity (IDIQ). b)        Period of Performance: The contract will consist of a ten-year ordering period. c)        Number of Contracts: Award will be made to responsible Offerors with the scores that meet or exceed the minimum threshold for the specific domain. Offerors can be awarded some, none or all domains. Proposal Submission Due Date and Time: Consistent with Section L (Atch 3), proposals shall be submitted electronically via the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE)(https://piee.eb.mil/) IAW date and time stated in Block 9 of the Standard Form 33. Recommend submission of proposal prior to the closing date, to ensure entire proposal is received on time and considered for award. Late submissions will be processed IAW FAR 15.208. The proposal due date and time for this solicitation is 22 April 2025 at 1400 Central European Time (CET).Question Submission Due Date and Time: Offerors shall submit any questions and concerns related to this solicitation via email to the referenced PCO and Contract Specialist (Ms. Shataya Butler and Ms. Fabiana Benkel) no later than Monday, 24 March 2025 by 1500 CET. A virtual pre-proposal conference will be held upon request for all interested parties concerning the subject RFP and the requirements of this solicitation. Interested parties must notify via email the Primary Contract Officer (PCO), Ms. Shataya Butler at shataya.butler@us.af.mil, and to the Contract Specialist Ms. Fabiana Benkel at fabiana.benkel.de@us.af.mil no later than Wednesday, 19 March by 1500 CET. A date and time will be established after all request are received. The Government will not reimburse any cost attributed to the preparation of the RFP.
