    Prior to submitting a bid on a Division Let, Electronic Bid project, the bidder shall sign up on the Interested Parties
    List no later than one business day prior to the Letting day of that project for which he intends to submit a bid, in
    conformance with Article 102-3 of the 2024 NCDOT Standard Specifications. The List may be found on the Connect
    NCDOT Division Six website. There is no cost for signing up on the Interested Parties List.
    Contractor's License: A General Contractor's License is required in order to submit a bid on any non-federal aid
    project where the bid is $30,000.00 or more, except for certain specialty work as determined by the licensing board.
    On Federal projects, the appropriate Contractor’s License shall be obtained within 60 days of bid opening. For
    additional information, or to make application for a license, apply to the Executive Secretary of the Contractor

    Prequalifying to Bid: All prospective bidders shall be prequalified as a Bidder or PO Prime Contractor with the
    Department of Transportation prior to submitting a bid, in conformance with Article 102-2 of the 2024 NCDOT
    Standard Specifications. Contractors who are not prequalified may obtain information and forms for prequalifying
    from the Contractual Services Management Section of the Contract Standards and Development Unit at
    https://connect.ncdot.gov/business/Prequal/Pages/default.aspx. All required prequalification statements and
    documents shall be filed with the Contractual Services Management Section at least four weeks prior to the date of
    opening bids.
    The Department of Transportation hereby notifies all bidders that it will affirmatively ensure that in any contract
    entered into pursuant to this Invitation to Bid, Minority Business Enterprises will be afforded full opportunity to
    submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or
    national origin in compensation to this award.
    A Bid Bond is required in accordance with Article 102-10 of the 2024 NCDOT Standard Specifications. Contract
    Payment and Performance Bonds are required in accordance with Article 103-7 of the 2024 NCDOT Standard
    Specifications.

    Notice Regarding Upcoming Buy America Changes
    On January 14, 2025, the Federal Highway Administration (FHWA) terminated its General Waiver for
    Manufactured Products and established specific Buy America requirements for their use on Federal-aid highway
    projects.
    This means that as of the following dates, materials defined as manufactured products permanently incorporated
    into Federal-aid highway projects will have to be manufactured in the United States.
    Key Implementation Dates
    Phase 1: contracts obligated on or after October 1, 2025
    o Final assembly of all manufactured products permanently incorporated into Federal-aid highway
    projects must occur in the United States.
    Phase 2: contracts obligated on or after October 1, 2026
    o Final assembly of all manufactured products permanently incorporated into Federal-aid highway
    projects must occur in the United States.
    AND
    o The cost of U.S.-produced components in manufactured products must be greater than 55% of the
    total cost of all components.
    Definition of Manufactured Products
    Manufactured Products are defined as articles, materials, or supplies that:
    Have been processed into a specific form and shape, or
    Have been combined with other articles or supplies to create a product with different properties than the
    individual articles, materials, or supplies.
    This places greater emphasis on using domestically produced materials on these projects and is consistent with the
    Build America, Buy America Act (BABA) under the Bipartisan Infrastructure Law (BIL).
