The Town of Hartford is accepting bids from qualified Paving Contractors to mill bituminous concrete
asphalt, install asphalt pavement and shoulder stone, and the painting of center/fog lines. The bidder
shall perform all work in accordance with the attached Scope of Work and General Construction Notes
and Requirements at the prices stated below. The Town desires pricing for mixes containing not more
than 20% RAP (recycled asphalt product) in accordance with the current Vtrans specifications.

Notes
1. Final payments will be based on the actual work completed and verified by
measurements and slips.
2. Pages 1-2 of This Request for Bids are due 12:30 PM, Monday, September 14, 2025, at the
Town Manager’s Office, Attention: Christopher Holzwarth – Assistant Director, Planning &
Permitting, Town Manager’s Office, 171 Bridge Street, W.R.J, VT 05001. Envelopes are to be
sealed and clearly labeled “Fall 2026 Paving Bids”.
3. The Bidder hereby agrees to complete the work listed in this RFP prior to winter conditions in
calendar year 2026, unless season is extended in accordance with Vtrans standards.
4. By submission of the Bid, the Bidder certifies that bid has been arrived at independently, without
consultation, commitment or agreement as to any matter relating to the Bid with any other Bidder
or with any competitor.
5. Questions about this Request for Bids should be directed to Christopher Holzwarth, Assistant
Director, Planning & Permitting (cholzwarth@hartford-vt.org). The cutoff date for contractor
questions shall be no later than 12:00 PM on Monday September 7, 2026. The TOWN shall
issue an Addendum (if necessary) via email by 3:00 PM on Tuesday September 8, 2026.
6. USPS, UPS, FEDEX and other deliveries shall be confirmed by the contractor.
Unsealed, late, emailed, or faxed Bids will not be accepted.
7. Bids shall be opened publicly at the Town Managers Office at the due date/time and are
expected to be awarded at the next available Selectboard Meeting.

Cold Milling Bituminous Concrete Pavement: The following streets or roads shall have the
asphalt removed to an average depth of 1 ½” as noted below in cross hatched areas identified
on the estimating plans following Method C below. Surrounding paved surfaces affected by
this reclaim shall be swept after the reclaiming has been completed. Flagging shall be
included as part of the reclaim cost. Milling allowances are for full-width applications only, cold
joint milling is to be included within asphalt pricing. Allowances by street or road are as follows
including a 10% contingency are as follows.

METHOD C – Cold Milling (Reclaiming) Bituminous Concrete Pavement
A. The reclaim process shall consist of the removal, disposal and cleanup of road pavements
by cold planing.
B. The equipment shall consist of a power operated planing machine or grinder capable of
accurately establishing profile grades by referencing from both the existing pavement and
from an independent grade control, and shall have a positive means of controlling cross
slope elevations. The planer is to have sufficient weight to perform all types of planing
without lifting. Sufficient and positive down pressure is to be provided on the drum
assembly at all times when planing. The cutting shall be maintained so that the depth of
the cut is within a tolerance of 1/8” throughout the width of the head. The equipment shall
also have an effective means of preventing dust from escaping into the air.
C. The bituminous surface shall be removed to the depth, width, grade and typical cross-
section as directed by the OWNER. No variation from the typical cross-section of more
than 1/8” will be allowed. Any bituminous surfaces adjacent to objects such as scuppers,
expansion joints, drop inlets, manholes, valves and curbs which are inaccessible to the
cold planer shall be removed by means of other approved equipment.
D. Excess reclaimed materials shall remain the property of the OWNER. The CONTRACTOR
is responsible for removing the material and for delivery to storage location designated by
the OWNER. All dust and other remaining material shall be immediately removed with a
power vacuum sweeper to the satisfaction of the OWNER. The resulting surface shall be
left in a condition to receive an emulsion tack coat prior to resurfacing.

2.a Type IV Bituminous Concrete Shim Course (20% RAP): The following roads shall have a
Bituminous Concrete shim course placed to a maximum compacted and average thickness
of ¾” in areas designated on the estimating plans. Joints, transitions or other areas shall be
milled, and the road swept clean prior to paving. Flagging shall be included as part of the
paving cost. A tack coat of RS-1 emulsion shall be applied at the rate of 0.06 to 0.08
gallons/SY on the existing pavement, 0.04 to 0.06 gallons/SY on new shims, and 0.08 to 0.10
gallons/SY on coarse or fine milled surfaces prior to paving. The shim shall be VT Type IV
Marshall Mix (50 blow). Allowances including a 10% contingency are as follows.

2.b Type III Bituminous Concrete Overlay/Wearing Course (20% RAP): The following roads

center lines consisting of fast dry waterborne traffic paint conforming to requirements of TT-

Shoulder Stone: This shall be included for all roads listed on the bid sheet having 1.5” or
greater pavement thicknesses. The gravel shall be ¾” hardpack. Payment of Shoulder
Gravel/Stone shall be the actual number of linear feet as jointly measured and accepted in the
field by the Contractor and Contract Monitor. Shoulder stone shall be at or ½” below the edge
of the new pavement after compaction. The width shall be a minimum of 1 foot in width as
measured in place unless otherwise noted below. Payment includes gravel, hauling, placing,
compaction, sweeping, traffic control and all else necessary to complete the item.
Allowances for Streets/Roads are taken from the lengths shown on the estimating plans; actual
payment will be paid based on the measured length of the installed lines. Allowances are as
follows.

Payment & Performance Bond: The successful bidder shall provide a Payment &
Performance Bond in the amount of one hundred percent (100%) of the Bid Price, executed
between the Bidder, Owner and a Surety Company

Bid Bond: All bids must be submitted with a Bid Bond in the amount of five percent (5%) of
the Bid Price executed between the Bidder and the Surety Company.
Technical Requirements
1. This bid is intended for Contractors with extensive paving experience. The Chosen Contractor may
be required to provide references demonstrating successful completion of similar work. The Chosen
Contractor may be required to demonstrate that he or she consistently performs work using the
highest quality of workmanship. The Chosen Contractor may be required to demonstrate that he or
she owns or has access to the equipment required to perform this work.
2. The Town reserves the right to add or subtract from this scope of work at its sole discretion. The
bidder has a responsibility to confirm all measurements and/or estimated quantities PRIOR to
bidding. Bidder acknowledges that asphalt pricing includes mobilization, tack coat emulsion, traffic
control, compaction testing, cold joint milling and all incidental materials, tools, equipment and
manpower not specifically outlined herein that may be required to complete the project.
3. Full width cold planing will consist of milling the entire roadway cross section as determined on the
estimating plans. Payment for cold planing work will include mobilization, trucking, asphalt disposal
and associated cleanup. Sweeping of the existing surface after milling and asphalt cleanup and
disposal shall be the responsibility of the contractor.
