Project Description: General Notice
Palmer Township (Owner) is requesting Bids for the construction of the following Project:
Norma Street Sewer Main Extension
Entech No. 4660.002
Bids for the construction of the Project will be received electronically via the PennBid Program by Palmer Township until Monday, February 9th at 3:00 P.M. local time. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Extension to the existing sanitary sewer system and installation of approximately 1,350 LF manholes of 8” sanitary sewer and 6 manholes, including trenching, backfilling, testing, bypass pumping, as well as associated restoration. The work is located along Norma Street, South Nulton Avenue, and Dalton Street in Palmer Township, Easton, PA.

Pre-bid Conference
A pre-bid conference for the Project will be held on Wednesday, January 28th at 1:00 P.M. at the Township’s Public Utilities Office located at the Public Works/Public Utilities Office at 3500 Hartley Ave., Easton, PA 18045. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Funding agency requirements that are applicable to this project include American Iron and Steel (AIS), Davis Bacon Act Federal Wage Rates; American Iron and Steel requirements of P.L. 113-76, the Consolidated Appropriations Act of 2014.
Attention is called to the fact that prevailing minimum wage rates as determined by the Davis Bacon and Related Acts and Reorganization Plan No. 14 of 1950 must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Bidder agrees to comply with all federal requirements applicable to the assistance received (including those imposed by the Infrastructure Investment and Jobs Act (“IIJA”), Public Law No. 117-58, if applicable), as may be amended and, any other applicable statute, regulation, guidance, directive, policy or procedure, and any amendment thereto, that may be approved, adopted, enacted or promulgated by the federal government.
Palmer Township hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
