Project Description: Sealed Bids for the New Hanover Township 2026 Road Program –Ultra-Thin Bonded Wearing Course (NovaChip) project will be received online by New Hanover Township, Pennsylvania until 10:00 AM local time on February 19, 2026. Online bids shall be submitted by way of the PennBid program. All documents and solicitation details are available online at no cost on PennBid (https://pennbid.bonfirehub.com/portal). A nominal fee will be assessed only to the bidder who is awarded a contract. For bidders who are not awarded contracts, there are absolutely no fees.
The Project consists of the application of Ultra-Thin Bonded Wearing Course (NovaChip) on various Township
roads. Bids will be received for a single prime Contract. Bids shall be on a unit price and lump sum basis as indicated
in the Bid Form. No pre-bid meeting will be held for this project. Bid security shall be furnished in accordance with the Instructions to Bidders.
Attention is called to the fact that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
New Hanover Township, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
