Project Description: Cresson Borough (Owner) will receive sealed bids online via PennBid for the construction of the Keystone Avenue Sidewalk Project until 12:00 P.M. (E.S.T) on Friday, February 27, 2026, at which time all bids will be opened electronically and publicly posted on PennBid’s website. The project consists of the demolition of existing sidewalk and pavement and the installation of 490 SY of 4” depth concrete sidewalk, 930 LF of concrete curb, 4 ADA curb ramps with detectable warning surface, sidewalk and driveway tie-ins, roadway restoration, 6” sidewalk trench drain, removal and resetting of post mounted signs, appurtenances, & all related work. Work under this contract shall include all materials, equipment, supplies, & labor for the construction as shown & specified in the Contract Documents. The project is in Cresson Borough, Cambria County, Pennsylvania.
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”). The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents. The successful bidder(s) will be required to fully complete all work prior to May 21, 2026.
Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond & a Payment Bond to the Owner, in the form contained in the Contract Documents & executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
The project is being financed in part by a Multimodal Transportation Fund Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority and with local funds. The obligations imposed on the Owner by the funding agency shall apply to and be acceptable to the successful bidder(s).
A pre-bid meeting will be held at 10:00 A.M. local time on February 10, 2025, at the Cresson Borough building, located at 631 2nd street, Cresson, PA. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.
