Summary

The County of DeKalb, GA (the "County"), is soliciting sealed Bids for Nuisance Abatement and Remediation Services (Three (3) Year Multiyear Contract) . Bids are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Tuesday, May 5, 2026 . Late Bids will not be accepted.

Project work includes providing services to reduce blight in the County including abatement of vacant and abandoned properties (houses and lots).



Background

As part of the CEO’s Operation Clean Streets, Safe Communities and Blight Remediation kick off at the start of her first quarter in office in 2025, the Code Compliance Administration, along with the Community Development Department, Keep DeKalb Beautiful, and the Law Department, has increased the number of In-Rem cases, filed with the DeKalb County Magistrate Court for nuisance abatement. 55 properties were submitted for nuisance abatement and demolition in FY2025.

There are approximately 26 additional blighted properties waiting to be filed for in rem in DeKalb County Magistrate Court. As we move into FY2026, we anticipate an aggressive approach to blight remediation and abatement within residential communities and commercial corridors in unincorporated DeKalb County.

Our goal for FY2026 is to submit 25 properties for abatement and to demolish an additional 25 dilapidated structures. There will be a wide range of associated costs to complete these tasks, including but not limited to title searches, publication ads, legal services, and mowing, trash and debris removal, trimming of vegetation, and securing structures to prevent unauthorized entry.
