The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to award a firm-fixed price (FFP) supply contract to SoftPLC Corp.
REASON FOR OTHER THAN FULL AND OPEN COMPETITION:
10 United States Code 3204(a)(1) as implemented in Revolutionary FAR Overhaul (RFO) 6.103-1(b), the supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements.
The purpose is to obtain supplies at the required level of quality because the supplies or services are unique or highly specialized.
A SOLICITATION WILL NOT BE POSTED
The Government intends to proceed with this sole source action.
THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS OR QUOTATIONS.
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required components meeting the Government’s need. If no affirmative written responses are received, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Electronic responses and questions shall be submitted via email to the contracting point of contact listed below. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
The Government intends to solicit for this project on or around MAY 2026. Currently, solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
