The purpose of amendment 2 is to require the inclusion of the Agreement for the Allocation of Rights between the small business and the research institution during proposal submission (ref. section 1.4.f).



1.4.f. A small business concern must negotiate a written agreement between the small business and the research institution allocating intellectual property rights and rights to carry out follow-on research, development, or commercialization (see Model Agreement for the Allocation of Rights). In accordance with paragraph §8(d) of the SBA’s SBIR/STTR Policy Directive (current version) and DFARS 252.227-7040, the proposing SBC must submit this agreement to the awarding agency with the proposal, under Volume 5: Supporting Documents.
