The U.S. Army Regional Contracting Office is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide commercial-grade internet services for MWR facilities at Camp Bondsteel, Kosovo. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 517111.

This is a Sources Sought notice only. This is not a request for quotation (RFQ) or a solicitation announcement. No contract will be awarded from this notice. This notice does not constitute a commitment by the Government to issue a solicitation in the future.

2. Summary of Requirement

The services will support personnel at MWR facilities, fitness centers, and dining facilities located at Camp Bondsteel, Kosovo.

Key requirements include, but are not limited to:

  • Providing high-speed Wi-Fi access points capable of supporting 250 Mb/s DOWN and 50 Mb/s UP speeds with an overall system uptime of at least 99.5%.

  • Installation, administration, and continuous maintenance of all necessary network infrastructure, including access points, routers, cabling, and firewalls.

  • Modernization of infrastructure at no additional cost to the Government to keep pace with commercial technology improvements.

  • Implementation of network security protocols, including WPA2 encryption, content filtering (blocking of illegal/inappropriate websites), and intrusion detection.

  • Providing 24/7 help desk support with defined response and resolution times (e.g., 2-hour response, 12-hour on-site remedy).

  • Delivery of monthly reports on bandwidth utilization and network uptime/downtime.

The anticipated period of performance is a 12-month base year with four (4) 12-month option years, starting on or about 1 July 2026. The Government anticipates awarding a single Firm-Fixed-Price contract.
