Project Description: Lancaster Area Sewer Authority (Owner) is requesting Bids for the construction of the following Project:
Nutrient Upgrades to the Blue Rock Water Resource Recovery Facility
The Project includes the following Work:
The Work generally consists of the construction of replacement Primary Clarifier & Gravity Thickener collectors and related ancillaries, new Aeration Basin, rehabilitation of the Existing Aeration Basin, new Chemical Building, new RAS WAS Pump Station, new Final Clarifier No. 4 and related ancillaries, new WAS Thickening Facilities, new Trucked Waste Receiving Facilities, construction of various new distribution and collection structures, new Electrical Building, new Effluent Flow Meter, related site/civil & demolition, plumbing and HVAC upgrades, and all associated electrical & instrumentation work.

The Pennsylvania Prevailing Wage Act and the Davis-Bacon Act both apply to the Project. The successful Bidder shall be required to comply with the Acts and pay the higher prevailing wage rate for each job classification in accordance with the Pennsylvania Prevailing Wage Act or the Davis-Bacon Act Wage Rate Requirements.
In accordance with the Public Works Employment Verification Act 127, all contractors and subcontractors, as a precondition to receiving a contract on Public Works Projects (defined under the Prevailing Wage Act), are to fully comply with the Act through utilization of the Federal E-Verify Program (EVP) operated by the United States Department of Homeland Security.
The project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138 and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Effort to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The goods and services under these Contracts are being funded with federal monies and have statutory requirements commonly known as “Build America, Buy America” that require all of the iron and steel, manufactured products, and construction materials used in the project to be produced in the United States.
The Lancaster Area Sewer Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted, and also reserves the right to waive any informality in bids received, but any contract awarded will be to the lowest responsive, responsible bidder.
