Project Description: The South Central Transit Authority (SCTA) is requesting qualified firms to submit proposals electronically via PennBid for the project “Vehicle Tire Lease” for the lease of transit vehicle tires for both its Lancaster and Reading fixed route bus operations. Proposals are due by 12:00 PM, prevailing time, on Tuesday, May 5, 2026. The proposals received shall be opened online with results posted via PennBid. SCTA will evaluate proposals received in its selection of a firm.
All documents, specifications and solicitation details are available at no cost electronically at PennBid – https://pennbid.bonfirehub.com Proposers will be requested to register with PennBid.
All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Berks, the County of Lancaster, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All proposers will be required to certify they are not on the Comptroller General’s list of ineligible contractors.
SCTA encourages disadvantaged business enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract.
SCTA reserves the right to postpone, to accept or to reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.
No proposals may be withdrawn for a period of sixty (60) days after the date set for the opening of proposals.
