Project Description: Township of Salisbury will receive sealed bids for the 2026 Sanitary Sewer System Rehabilitation Project Main Line Cured-in-Place Pipe Lining Project. The work will include the rehabilitation of approximately 1,700 linear feet of 8-inch sanitary sewer main via cured-in-place pipe lining. Bids will be received online via PennBid until 2:00 p.m. (prevailing time) on Tuesday, May 5, 2026. Bids results will be made available on PennBid after bid opening.

The bid must be accompanied by Bid Security made payable to the Owner in an amount of ten percent (10%) of the total Bid price and in the form of a certified or bank check or a Bid Bond issued by a surety meeting the requirements of Article 6.01 of the General Conditions. The successful bidder must furnish Performance, Payment Bonds and Insurance per Contract meeting the requirements of Article 6 of the General Conditions.
The work is federally funded, in part, through a grant from the County of Lehigh Community Development Block Grant (CDBG). All Contractor(s) must seek Minority and Women Business Enterprise (MBE/WBE) Firm participation in obtaining subcontractors for construction work, equipment, services and/or supplies in accordance with goals and objectives of Executive Orders 11625 and 12138. Refer to Section 41 “Federal Requirements” of the Specifications for County of Lehigh, CDBG requirements. Failure to comply with the Federal regulations will result in the rejection of the bid.
All Contractors/Subcontractors, administrative, field work and associated activities must be in compliance with applicable statutes and regulations of the Grantor as referenced in Section 41 of these Contract Documents.
The Contract is subject to current Federal minimum wage rates in accordance with the applicable provisions of the “Davis Bacon Act” (40 US Code 276(a)). Federal wage rates are updated and published on Fridays.
A pre-bid meeting is not scheduled for this project.
The Owner reserves the right to waive any informality in, and/or to reject, any or all bids/proposals if, in their judgement, is not in the best interests of the Township. No Bid will be accepted if obtained from sources other than the issuing office noted above.
