Project Description: INVITATION TO BID
Sealed proposals for Cocalico Creek Tributary Stream Restoration at Pump Station 18 will be received online via the PennBid Program (www.pennbid.bonfirehub.com) by Warwick Township 2:00 PM, Prevailing Time, on Thursday, May 21, 2026, at which time they will be publicly opened via PennBid. Warwick Township Board of Supervisors will be scheduled to take action on the Bid at their regularly scheduled Meeting on Wednesday, June 3, 2026.
The Bids must cover all costs for the completion of this project as set forth in the Project Manual. The Project will be bid as one contract for Stream Restoration Construction. The project entails the stabilization of the existing streambank along the Cocalico Creek Tributary located in Warwick Township, PA.
The complete Invitation to Bid, bidding instructions, and Project bid documents, will be available at no cost via PennBid (www.pennbid.bonfirehub.com). The undersigned reserves the right to waive informalities or defects in a bid to the extent permitted under Pennsylvania Law and to reject any or all bids or parts thereof.
Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as obligee Warwick Township, Lancaster County. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with the bid.
Bidders should note that Warwick Township has received grant funding from the Pennsylvania Department of Environmental Protection Growing Greener to assist with construction costs for this project. This will require the Contractors to acknowledge that they understand the goods and services for this project are subject to the grant requirements. The Contractor will also need to acknowledge that they are following the Minority & Disadvantaged Business Enterprises Six Good Faith Efforts as outlined in the Project Manual.
The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00.
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
A Mandatory Pre-Bid Meeting will be held at the office of Warwick Township, 315 Clay Road, Lititz PA, 17543, on Wednesday April 15, 2023 at 1:00 pm. All prospective bidders are required to attend this meeting.
Warwick Township hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Township.
