This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a Solicitation and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform service under a contract for the attached Performance Work Statement. A Request for Quote (RFQ) solicitation and Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract is contemplated depending upon the responses to this synopsis.

This synopsis summarizes the requirements for the contractor to provide Trainee Employee Assistant Program (TEAP) Specialist for the Great Onyx Job Corps Civilian Conservation Centers (JCCCC) located at 3115 Ollie Ridge Rd., Mammoth Cave, KY 42259.

The Contractor shall provide all management, supervision, transportation, labor, equipment, materials, supplies (except as otherwise specified within), to recruit, plan, schedule, and coordinate, as necessary, to ensure effective performance of Substance Abuse Counseling Services in accordance with the Performance Work Statement (PWS), herein.

No mileage or hourly compensation shall be allowed for travel to and from the Job Corps Center. Contractor personnel must perform all work required in the PWS for the amounts agreed to as stated below.

Contractors are only responsible for providing for basic Substance Abuse Counseling care as detailed in the PWS in accordance with the Job Corps Health and Wellness Program DESK REFERENCE GUIDE Part 2.3 R5 (Job Corp Basic Health Care Responsibilities).
