Community Housing Development Organization (CHDO) Certification - RFQual

The City of Pontiac is seeking nonprofit organizations to apply for the Community Housing Development Organization (CHDO) qualification under the HOME investment Partnerships Program. The City is utilizing a Request for Qualifications approach for this initiative. A Request for Proposal (RFP) will be conducted once at a later date to be determine by the City's Purchasing Division.

On January 6, 2025, HUD published the HOME Investment Partnerships Program: Program Updates and Streamlining final rule (HOME Final Rule) in the Federal Register, which was scheduled to take effect on February 5, 2025. On February 3, 2025, HUD delayed the effective date of the HOME Final Rule until April 20, 2025, consistent with the President's January 20, 2025, memorandum titled “Regulatory Freeze Pending Review.” The City of Pontiac is implementing the provisions of the April 20, 2025 HOME Final Rule, which simplifies and expands CHDO eligibility. Prior to completing an application to be qualified as a CHDO, organizations are strongly encouraged to review the definition of Community Housing Development Organization at 24 CFR 92.2 and the requirements for housing that is developed, owned or sponsored by a CHDO at 92.300(a)(2)-(6).
