140th COS Advantor upgrade requirement

This is a Notice of Intent to Sole Source and not a Request for Quotation.

The 108TH Wing intends to award a sole-source, firm-fixed-price contract to Advantor Systems Corporation, CAGE# 1S063, for the upgrade and integration of an Intrusion Detection System (IDS) and Access Control System (ACS) for the Alert Area in Building 3322, for their Cyber Operations Squadron.

This action is being conducted under the authority of RFO FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements,10 U.S.C 3204(a)(1)

The 108th is required to procure sole source to Advantor. Per AFI 31-101: The Advantor Alarm System is the only alarm/security system that the 87th SFS can use to monitor IDS Alarm Activity on JB MDL. In addition: A. AFI 31-101 prohibits the tenant (108th Security Forces) from monitoring two separate IDS alarm systems simultaneously and all the existing infrastructure is already Advantor. B. The Existing IBDSS-East IDS Maintenance Contract managed by the AFSFC is for Advantor only, this includes having Advantor certified technicians on site for repairs and inspections. Advantor Alarm Panels are the only brand compatible with the JB MDL Advantor IBDSS Servers that are in use at JB MDL.
