THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR INVITATION FOR BID (IFB) DOCUMENT. THE IFB/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. BIDS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS
SHOULD FOLLOW THE INSTRUCTIONS BELOW:
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) to retain contractor services to construct, test, and deliver a new Self Propelled Crane Barge. The completed vessel will be placed in service with the Norfolk District of the U S Army Corps of Engineers and will be used by the district in support of its maintenance mission on the inland navigation system.
The principal dimensions of the Derrickboat will be as follows:
Length Overall (LOA): 105 feet
Beam: 31 feet
Depth: 8 feet
The barge will be built and classified by the The vessel is to be built and classed by the American Bureau of Shipping (ABS): “Rules for Building and Classing Marine Vessels”. A contract level design for the barge will be provided as part of the forthcoming solicitation.

The NAICS code for this IFB is #336611 – Ship Building and Repair. The Product Service Code is 1935 – Barges and Lighters Special Purpose. Bids will be evaluated on the basis of price and price related factors. Payment and performance bonds, bid bonds, liquidated damages and warranties will be required for this procurement.
The Solicitation Number W912BU25BA015 is intended to be available on or about 26 June 2025. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the solicitation (including any drawings) and any amendments via https//www.sam.gov, on or after the issue date. It is the offeror's responsibility to monitor the https//www.sam.gov web site for any amendments. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. SAM registration is also required in order to access the solicitation. Offerors are responsible for printing copies of the IFB and any amendments.
