Fuel Bid for FY26 HANCOCK COUNTY PORT & HARBOR COMMISSION
PORT BIENVILLE RAILROAD
Sealed bids will be received by the Hancock County Port & Harbor Commission (HCPHC),
located at 14054 Fred and Al Key Road, Kiln, MS 39556 until 2:00 p.m., Local Time, Tuesday
December 9, 2025, then bids will be publicly opened and read aloud for the following:
FUEL
Each paper bid must be submitted in a sealed envelope. The outside of the envelope shall show the
Name and Address of the Bidder, the State Contractor’s License Number of the Bidder (if the work
is estimated at $50k or more), the bid name - HCPHC Fuel Bid for FY26. This bid package is
available online at https://www.portairspacework.com. HCPHC is not responsible for the Vendor’s
failure to download any addenda documents required to complete a submission. Bids will be
received at 14054 Fred and Al Key Road, Kiln, MS 39556 from each bidder or his agent.
HCPHC plans to inspect the lowest and best unit(s) and submit a recommendation for approval
from the commission on Monday, December 22, 2025.
Fuel Bid
Specifications and Pricing Sheet
Prices remain in effect from January 1, 2026, through December 31, 2026, with the option to
extend for two (2) additional one-year renewals, by written agreement of both parties. Any
delivery or service charge must be included in the bid price. Quantities may vary; minimum
orders shall not be required. Vendor agrees to deliver an order within two (2) hours during
emergency conditions such as a storm occurrence and same-day delivery if ordered before 11:00
a.m. Bids must be submitted on the Pricing Sheet provided. All Price blank spaces must be
filled in, NO blanks will be permitted. If the item is unavailable, or you are not bidding on
the item, please enter N/A or No Bid.
The following will be delivered in bulk lots to the Port Bienville Industrial Park Fuel Farm site
13006 Jindal Road, Bay St. Louis, MS 39520, which has the capacity for the following:

The price per gallon for fuel shall equal the current price list on the Oil Price Information Service
(OPIS) based on the five (5) day average for fuel plus the bid amount. Price per gallon shall be
adjusted each week in accordance with the OPIS Report.
The Bidder shall obtain all licenses and permits and promptly pay all taxes required by State
and/or Federal regulations and by the county prior to commencing production.
The Bidder must acknowledge all addenda. Enter the number HCPHC has assigned to EACH of

No bidder may withdraw their bid within 45 days after the actual date of the opening thereof.
Bidders should be prepared to install the equipment per the specifications within 30 days of
receiving notice of award shall state such other period of performance in their bid.
The Hancock County Port & Harbor Commission reserves the right to reject any and all bids and
to waive any informalities or irregularities therein.
