Synopsis:
1. ACTION: This is a presolicitaiton notice in accordance with Federal Acquisition Regulation (FAR) 5.204. The Commodities Contracting Branch at Tinker Air Force Base, OK (AFSC/PZABA) intends to issue a formal solicitation for Repair of Rate of Flow Transmitters of the E-3 Weapon System. This notice is for informational and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service whatsoever.
2. REQUIREMENT: The Government requires a non-commercial, requirements type contract to repair Rate of Flow Transmitter applicable to the E-3 weapon system. The fuel flow transmitter provides indications of fuel flow from the airframe main tanks in both normal-turbine operation and afterburner modes. A full Performance Work Statement (PWS) will be included in the forthcoming solicitation.

3. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated contract will be for a 5-year basic contract with one 5-year option. The estimated start date is 6 May 2027.
4. SET-ASIDE & ACQUISITION STRATEGY: This acquisition is anticipated to be a 100% Small Business Set-Aside. The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract.
5. SOLICITATION RELEASE: The solicitation is anticipated to be released on or about 5 FEB 2026. Once released, the solicitation, including all associated documents, will be available for download on the System for Award Management (SAM.gov) website. It is the responsibility of interested parties to monitor SAM.gov for the official release of the solicitation.
6. NO RESPONSE REQUIRED: No proposals or quotes are being requested or accepted at this time. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.
