BPA Call Order Exceeding $20,000 Synopsis Requisition 1166478.



The U.S. Department of Agriculture (USDA), Forest Service (USFS), intends to issue a competitive Blanket Purchase Agreement (BPA) Call Order under multiple‑award BPAs for Reforestation and Non‑Native Invasive Species (NNIS) services at the Savannah River Site (SRS) in South Carolina.



The project aims to control non‑native invasive plant species and native invasive hardwoods that threaten forest health, impede reforestation and hurricane recovery efforts, and degrade wildlife habitat. To achieve these objectives, the contractor will conduct selective herbicide treatments using methods such as foliar spray, basal bark application, hack‑and‑squirt, and cut‑stump treatment. All labor, equipment, herbicide chemicals, safety measures, training, documentation, and transportation required to complete the work must be supplied by the contractor. Strict environmental safeguards, worker safety procedures, and technical standards must be followed throughout the project. This effort directly supports long‑term natural resource management goals by reducing competition from invasive vegetation and improving ecological conditions across treated stands.



Additional work under this competitive BPA Call Order may include chemical and mechanical site preparation, tree planting, manual and mechanized timber stand improvement, non‑native invasive plant treatments, hemlock woolly adelgid insecticide applications, pre‑commercial thinning, and mastication. The Savannah River Site is a restricted‑access location, and all personnel must comply with site‑specific requirements described in Attachment 3, Special Contract Requirements.



The contractor shall provide all necessary labor, materials, equipment (including safety equipment), tools, transportation (including an enclosed, insulated cargo trailer), supervision, and all other resources required to perform the work in accordance with the specifications of the BPA.



This notice is not a solicitation. It serves solely as a synopsis of the Government’s intent to award a competitive BPA Call Order under existing BPAs previously posted on the Government Point of Entry at SAM.gov. No proposals or responses are requested at this time. The Government will not provide feedback or evaluations related to this synopsis.
