Hurlburt Field, FL has a requirement for a Heating, Ventilation and Air Conditioning (HVAC), Multiple Award Construction Contract (MACC) which is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for execution that Supplements Civil Engineers (CE) in-house capability to perform a broad range of HVAC repair, alteration, and/or replacement work on various real property facilities on Hurlburt Field, Florida. Requirements under this MACC are geared primarily towards a variety of trades to include demolition, site work, electrical, mechanical, design, other specialties, and general contracting work required for HVAC systems. All work and design shall be in compliance with the appropriate Architectural Compatibility Standards, Installation Design Guides, Installation Facilities Standards, and any other applicable guide or standard identified at the task order level. This acquisition is a Total Small Business Set Aside. Proposals may only be submitted by Small Business firms, registered in the North American Industrial Classification System Code (NAICS) of 238220 with a size standard of $19M. This competitive acquisition will utilize the Trade-Off Source Selection Procedures in accordance with FAR 15.101-1 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.3 and the AFFARS Mandatory Procedures 5315.3 to make an integrated assessment for a Best Value Award Decision. The Government intends to select approximately five (5) contractors representing the best value to the Government and that meet the terms and conditions of the Request for Proposal (RFP). The exact number of awards will be determined by the Source Selection Authority (SSA) during the evaluation of proposals and will be based primarily on the number of Offerors who successfully meet the requirements of the solicitation and the number of contracts that the Government deems can effectively be managed given Government resources. The Government anticipates establishing an active pool of approximately five (5) MACC contract holders, who will compete for future requirements via individual task orders. Due to urgent need to repair the HVAC systems, prospective contractors home or affiliated office shall be located within a 300-mile radius of Hurlburt Field, FL 32544. Nonperforming MACC contractors may be Off Ramped. The MACC will have a five (5) year ordering period and the magnitude of Task Orders are estimated to be between $1,000 and $3,000,000. The total anticipated ceiling cost for each contract is $5,000,000 with a total combined ceiling of $25,000,000. for all contracts. The minimum bonding requirement will be $1,000 (single)/$5,000,000 (aggregate) to be considered for award. Proposals are not being requested or accepted at this time. The Request for Proposal (RFP) will be available on SAM.gov on or about 25 June 2025 and will have specific details regarding Proposal due date/time. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award. The solicitation will be available only via the Internet at the following address: sam.gov. Additionally, the contractors responsibility determination to be made includes having all prospective contractors having a current NIST SP 800-71 assessment in the Procurement Integrated Enterprise Environment (PIEE). A contractor search in the Supplier Performance Risk System will be made to verify each contractors assessment has been completed and the security requirements are either fully met or identifies a work plan to implement the remaining security requirements. NO paper copies of the impending solicitation will be furnished.
