FBI Quantico, Lead Extraction - Outdoor Firing Range

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, “Acquisition of Commercial Items,” as supplemented with additional information included in FAR Part 13, Simplified Acquisitions and this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective 17 Jan 2025. The complete text of any of the clauses and provisions may be accessed in full text at www.acquisition.gov.

This RFP is a full and open solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 562910 – Remediation Services.

The FBI does not intend to reimburse recipients of this RFP for any costs incurred in preparing a proposal. Prior to the preparation of your proposal, please read all instructions contained herein. A Contractor's proposal shall be clearly stated, complete and provide a straightforward, concise delineation if its capabilities and services to satisfy this RFP.

This is a contract to provide Lead Extraction Services for the Outdoor Firing Ranges at the Federal Bureau of Investigation (FBI) Academy, Quantico Virginia.

Site Visit (OPTIONAL): The FBI will schedule only one (1) site visit for all interested Offerors in June. The tentative date is on June 17, 2025 but is subject to change. Offerors are encouraged to attend the site visit. Site visit will allow the Offeror to understand general conditions that may affect the performance of the Contract and provide an opportunity for the Offeror to see the layout of the firing ranges. Failure to inspect the sites shall not be used as a basis for claim after award of the Contract. Offerors shall be responsible for site conditions to provide a detailed proposal to the Government. Offeror(s) are limited to two (2) participants for the Site Visit. Detailed Instructions are included in Section L.
